The Homeland Group is looking for a TOP SECRET-cleared Analytic Tradecraft SME to serve as Program Manager for an existing program with our U.S. Government Customer.  The SME will lead a team of Analytic Tradecraft expertise supporting the production of all-source intelligence analysis with Tradecraft support and ICD 203 compliance assessment.  

Required:

  • High School Diploma/GED and a minimum of 10 years of relevant experience; or Associates Degree and a minimum of 8 years of relevant experience; or Bachelors Degree and a minimum of 6 years of relevant experience; or Masters Degree and a minimum of 4 years of relevant experience; or Doctoral and a minimum of 2 years of relevant experience. Relevant experience must be majority in formal member of the U.S. Intelligence Community.
  • Familiarity with and experience applying Intelligence Community Directives pertaining to disseminated all source intelligence analysis. 
  • Active TS/SCI 
  • Experience helping analysts conceptualize all-source intelligence projects.
  • Familiarity with and experience helping analysts apply Structured Analytic Techniques.
  • Experience in organizational process improvement and measurement for highly specialized applications and operational environments directed at knowledge-based outcomes, to include systems analysis, design, integration, documentation, and implementation device on exceptionally complex problems. 
  • Experience reviewing and providing feedback to analysts and/or analytic managers on draft intelligence products to improve analytic quality, customer impact, and adherence to tradecraft best practices.
  • Ability to communicate effectively, both orally and in writing.
  • Experience leading teams on projects of various layers of complexity; creates solutions involving or affecting financial, scheduling, methodology, tools; prepares long and short-range plans for application selection, systems development, processes, procedures and production methods. 
  • Experience working with Government staff (i.e., Contracting Officer, COR, etc.) to establish and implement program goals and provide key performance metrics to establish a strategic baseline. 
  • Experience creating and maintaining detailed work plans to include specific tasks, assignments, task dependencies, milestones, and schedule for all tasks. 

Preferred:

  • Experience evaluating published all source intelligence products for ICD 203 compliance.
  • Extensive experience supporting an Intelligence Community Tradecraft Cell or as a Senior Intelligence Analyst with responsibility for mentoring junior analysts and reviewing draft products. This should include progressively higher levels of experience in experience producing and reviewing finished intelligence production.
  • Experience supporting DIA, CIA, or DHS Office of Intelligence & Analysis preferred.
  • Experience in organizational process improvement and measurement.
