The COMET contract provides overall management and implementation of ground systems capabilities, flight hardware processing, and launch operations at NASA's Kennedy Space Center (KSC) in Florida. These tasks will support the International Space Station, Ground Systems Development and Operations, and the Space Launch System, Orion Multi-Purpose Crew Vehicle, and Launch Services programs.
This position is responsible for management of the Command & Control (C&C) C3 Process, System Integration & Control Branch within the Command & Control Systems Directorate. This is a diverse team consisting of System Engineers, Architects, project managers, project integration, Software configuration management, software build and Cybersecurity. This multidisciplinary team actively supports 4 Integrated Product Teams (IPTs), LCS, GFAS, KGCS/GSE and Models & Sims. The team’s support is through all phases and aspects of product deliveries for the IPTs. As the leader of this team, you will be responsible for the success of the day-to-day activities and deliverables of this team, setting the standards, following processes, promoting process improvement and creating the environment for success and growth of the team based on the tasks identified by the IPTs and directorate leadership.
Responsibilities
Areas of responsibility include, but are not limited to:
• Provide leadership, guidance and mentoring for direct report managers
• Provide overall leadership and direction for Branch
• Oversee the development and implementation of metrics across the organization to enable monitoring and continuous improvement of Branch processes
• Coordinate and oversee the budget development, submission, and variance analysis for Systems Engineering, Integration and Test
• Communicates COMET policies and procedures; develops, coordinates, and implements policies and procedures for areas of responsibility
• Communicates and administers quality, safety, and housekeeping standards
• Define, alter and re-emphasize Branch responsibilities as needed - Resolve multi-department conflicts
• Identify and Prepares resource estimates and complies with budget limitations
• Manages resources effectively within budgetary and time constraints
• Assists Director and other managers with integrating, coordinating and partnering PPBE and Operating Plan input for EGS with NASA and COMET Business Offices, COMET Directors, and NASA EGS customers
• Lead, evaluate and mentor COMET Branch personnel
Qualifications - External
Bachelor of Science (BS) in related field; at least 15 years related experience including at least five years of successfully managing people.

Job Requirements
• Experience with Budget planning and financial management required. Experience with NASA PPBE and Op Planning desirable.
• Requires demonstrated leadership skills as evidenced by prior managerial, supervisory or other leadership experience.
• Must be able to excel in a fast pace and evolving project.
• Experience interfacing with customers and Senior Management required.
• Demonstrated written and verbal presentation skills for delivery of technical subject matter to internal and external customers, and the management team.
• A successful department manager will be able to: - Provide alternatives to challenges that are creative, well thought out and can be effectively implemented.
• Be able to lead a diverse group of individuals.
• Take a personal stake in each individuals growth and performance success.
• Be proactive in problem identification and resolution.

Physical Requirements
• May be required to climb stairs to access equipment for trouble shooting.
• Position may involve extended periods of sitting or standing.
• Physical requirements are sitting, walking, standing, extensive use of stairs, and access to remote structures.
• Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency.
Work Environment
• Position may require individual to travel daily to different areas on site.
• Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand, may be required to access various locations on the facility.
• Climbing ladders and platforms may be necessary.
• All work must be completed in a safe manner in accordance with NASA and company safety standards.
Equipment and Machines
• Computers and printers used for producing reports and schedules.
• Variety of equipment used in testing.
Attendance
• Full-time work hours.
• Position may require occasional overtime, including weekend work, depending on task.
• Must be dependable and punctual.
• Shift work may be required.
Other Essential Functions
• Must be able to accurately communicate ideas in writing and verbal communication.
• Must be able to travel to support position requirements. This may include travel to and from customer location, which may involve airline travel. In some cases, accommodations can be made for POV, if necessary.
• Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
• Must comply with all “drug free workplace” requirements as mandated by directives issued by the appropriate federal contracting officer and the company, which requires drug testing for use of illegal drugs by employees in sensitive positions.
• Government security clearance may be required in the future.
• Must maintain a positive work atmosphere by behaving and communicating in a manner that fosters good relations with customers, clients, co-workers, and management.
