Deputy Task Order Manager (Operations Manager)

The Deputy Task Order Manager (Operations Manager) is responsible for supporting the Task Order Manager in the execution, coordination, and management of all CSCEP task order activities.
This position serves as the principal integrator across training, logistics, facilities, and sustainment workstreams, ensuring seamless day-to-day operations, event synchronization, and stakeholder coordination.

The Deputy PM works closely with the Amentum PMO, subcontractor teams, and DTRA oversight elements to monitor execution timelines, milestone achievement, CDRL compliance, and risk mitigation.

Key duties include:

  • Leading daily operational meetings and maintaining real-time situational awareness across workstreams

  • Coordinating task order activity updates, data collection, risk reporting, and status briefings

  • Monitoring operational performance against IMS schedules, burn rates, and staffing plans

  • Supporting surge staffing efforts, resource allocation adjustments, and event readiness validations

  • Serving as the primary backup to the Task Order Manager for customer interactions, milestone reviews, and escalated issues

  • Ensuring effective communication and workflow synchronization across all subcontractor partners

  • Assisting with preparation of program reports, logistics tracking, sustainment planning, and facility readiness assessments

The Deputy PM ensures day-to-day operational execution aligns to CSCEP program objectives, cost targets, and schedule requirements.

Required Qualifications:

  • The Deputy Task Order Manager (Deputy PM) is responsible for supporting the Task Order Manager in the execution, coordination, and management of all CSCEP task order activities

  • Bachelor’s degree in related fields such as Project Management, Business Administration, Logistics, International Relations, or Security Studies

  • 5–8 years of experience supporting government task orders, contracts, or programs

  • 2–3 years of leadership or operational management experience preferred

  • Active U.S. Secret security clearance

Proven experience coordinating geographically dispersed teams and subcontractor partners.

Required Knowledge, Skills, and Experience:

  • Demonstrated understanding of DTRA-relevant tasks and execution

  • Strong understanding of project/task order management principles

  • Familiarity with MEL development, training lifecycle management, sustainment frameworks, and logistics support operations

  • Demonstrated experience in operational risk management and corrective action planning

  • Excellent interpersonal skills for internal team coordination and customer-facing communication

  • Competency with integrated master scheduling (IMS) principles and performance tracking tools (MS Project, SharePoint, PowerBI)

Communication

  • Proficient in oral, written, and virtual communications

  • Ability to instruct and mentor multinational forces on technical topics, principles, theories, and concepts of varying scientific complexity with limited background knowledge

Experience engaging and advising the U.S. and foreign military senior leaders on the integration of near, mid, and long-term program plans, programs, and resources

Highly Desired Skills and Experience:

Skills

  • Prior experience supporting DTRA programs, CTR initiatives, or Security Cooperation engagements

  • PMP certification or equivalent desired (or ability to obtain within 12 months)

  • Prior experience supporting program startup, ramp-up, or large task order transitions

  • International field experience with training, facility stand-up, or logistics coordination preferred

Communication

  • Computer – M.S. Office, MS Word, Excel, PowerPoint, Content Management Systems, SharePoint, MS Teams, and virtual team collaboration editing

  • Basic Writing – Ability to use correct grammar, punctuation, spelling, vocabulary, clarity, brevity, engagement, proofreading, and revising

  • Business / Professional Writing – Ability to formulate analytical report writing, note-taking, email writing, meeting invitations, M.S. Office, business case writing

  • Report and Technical Writing – Ability to conduct sourcing, research, analysis, data visualization, cross-culture interviews, document preparation, data collection, and data management

  • Presentation Writing – PowerPoint, creativity, brevity, and curriculum materials

Overseas Experience

  • Experience serving overseas in support of geographical commands and/or Embassies

Time Management

  • Ability to function at a high level with little oversight as well as work as part of a larger team to complete mission objectives

Capable of working under tight deadlines and managing tasks through successful completion

Travel Requirements:

  • This is a CONUS-based position with up to 30% travel required to OCONUS partner nation sites

  •  Must be willing to support rotating shifts, nights, and weekend operations based on task order needs and partner nation engagement schedules

Additional notes:

  • The Deputy Task Order Manager must be able to work autonomously when required, proactively identify risks and operational bottlenecks, and recommend solutions to ensure continuous task order execution

  • The Deputy PM must be able to lead cross-functional daily huddles, maintain clear and concise operational dashboards, and maintain positive client and partner nation relationships

  • US Citizenship Required

  • Active U.S. Secret Security Clearance Required
