Purpose and Scope:
The purpose of this position is to perform the full range of a Licensed Master Electrician level duties and responsibilities on a USAF contract. This position manages a team of four Electricians and is expected to provide guidance and lead them in support of meeting all aspects of the electrical requirements of the contract. The Electrician Lead is expected to perform at a level considered to be "expert" in the electrical trade and represent the Company in coordination with the local municipality on matters concerning electrical construction codes, permits and employee licensing. Additional duties include installing, maintaining, troubleshooting, and repairs low voltage electrical devices and systems. Erects, inspects and maintains energized and de-energized high voltage electrical distribution systems and related equipment. Secondary duties include maintenance, repair and operation of electrical power generation equipment and related equipment items.
Essential Responsibilities:
Manages resources and activities devoted to installation, operation, maintenance, and repair of electrical power generating and control systems. Must have knowledge of: Principles of electronics and electricity including generation, conversion, transformation, distribution, and utilization; types, capacity, and purpose of low/medium voltage circuits, circuit breakers, switches (automatic/manual type), fuses, regulators, relays, instruments, and meters associated with electric generation and distribution; interpreting instrument and meter readings; wiring diagrams, schematics, drawings and technical publications; techniques of operating and maintaining internal combustion engines, generators, generating plants, distribution panels, and accessory equipment; use and purpose of test equipment; safety rules and practices; grounding practices, environmental policies; principles of management; and operation and repair of electrical power production systems. Be responsible for all electrical systems beginning with the main distribution panel downstream of the substations. To install, inspect, maintain and repair, primary and secondary circuits and equipment in facilities to include motors and motor control circuits. To be able to perform routine operational checks, using operational manuals at a minimum, and repair as required to ensure the electrical distribution system is operational and properly phased and balanced. Will need to follow safety measures IAW Air Force Electrical Explosive Safety (4E-F37/645-F21 (MC).
Installs, modifies, repairs, maintains, troubleshoots loads and tests new and installed equipment including secondary distribution lines and circuits used to supply distribution panels, high intensity lighting systems, motor controls, switchboards, power and control circuits, electrical intrusion alarm wiring, and cathodic protection systems. Working from, and on occasion developing building plans, blueprints, wiring diagrams, and determines the routing placement, type, size, gauge, balance load, continuity, and safe operation of electrical lines, circuits, systems, equipment, and controls. Skilled in sizing, planning and installing cable trays, buss ducts, conduit, and non-metallic sheathed cables making electrical connections by splicing and/or other methods. Coordinates and negotiates with the military officials on local, state and federal electrical code and best engineering practices. Obtains, provides oversight and administers the electrical construction and maintenance permits used by the Company in the performance of work. Must know and apply the principles, materials, and safety standards applicable to the electrical trade: including interpretation of plans, blueprints and engineering designs: use of tools and test equipment and ability to plan and competently accomplish assigned duties. Installs, connects, maintains, troubleshoots and adjusts single phase, three phase, variable speed motors and ancillary equipment ranging from fractional horsepower up to 150 horsepower. Calculates motor protection in control circuits and determines overload sizes and required phase protection. Troubleshoots sub panels to determine and correct load balance on phases. Develops load equalizing panel schedules using the appropriate mathematical equations and performs a wide array of electrical circuit tests for insulation dielectric resistance, voltage wave form, transient voltage and harmonics, power factor, AC and DC circuits and facility grounding systems. Other duties as assigned.
Minimum Position Knowledge, Skills and Abilities Required:
REQUIRED QUALIFICATIONS & EXPERIENCE: Must be able to obtain and maintain a SECRET US Government Clearance. Note: US Citizenship is required to obtain a SECRET Clearance. Must maintain a valid state driver license and be qualified to operate government general-purpose vehicles. Must possess and maintain in good standing a Master Electrician License from any state with 8 years of experience. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Knowledge and skill in the safe operation and application of instrumentation to include circuit testers, power analyzers, ground rod resistance meters, ground fault loop impedance testers, and residual current device testers. Experience with working and communicating with the Government or military personnel. Must have a minimum of ten (10) years’ experience in the electrical power generation field. Must be able to fluently read, write, speak and understand English.
REQUIRED EDUCATION: A minimum of a high school diploma or equivalent. Certified Electrician Credential (Or equivalent military background/technical training) with 3 years of experience. Must possess and maintain in good standing a Master Electrician License from any state with 8 years of experience.
PREFERRED EXPERIENCE: Experienced on high/low voltage generators and load testing of the same (min = 5000 volts). Capable of maintaining, troubleshooting, and repairing electrical distribution systems in accordance with applicable standards. Knowledge of applicable codes such as National Electrical Code (NEC), British Standard (BS), International Electrotechnical Commission (IEC), and/or International Building Codes (IBC), with ability to pass an electrical trade test.

While performing the duties of this job, the employee is regularly required to stand; use hands to finger, handle, or feel; and talk or hear. The employee frequently is required to walk; reach with hands and arms; and stoop, kneel, crouch, or crawl and work in tiring and uncomfortable positions. Employee may have to lift items weighing 20-40 pounds. While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions; high, precarious places; fumes or airborne particles, toxic or caustic chemicals; outside weather conditions; extreme heat; risk and risk of electrical shock. The noise level in the work environment is usually moderate. The employee is frequently required to walk: use hands to finger, handle, or feel: reach with hands and arms: talk or hear. Requires climbing on ladders, scaffolding, and platforms: standing, bending, and working in cramped areas: lifting and carrying tools and equipment which occasionally may weigh over 40 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, and the ability to adjust focus. Physically fit to stand and bend for long periods of time and lift up to 50 pounds. Mandatory use of appropriate Personnel Protective Equipment (PPE). Living and working conditions at the assignment location could be remote and uncomfortable. Long hours, exposure to weather and hazardous conditions. Personnel should be aware of moving on short notice and under adverse conditions. Must have the ability to work well with others, to include the Government.
