The Geospatial Information Specialist (GIS) shall provide the 380 ECES Installation Geospatial Information Office (GIO) support to augment in-house capabilities for disciplines related to the engineering contract and will provide technical support to plan, acquire, sustain, and manage GIS IAW the requirements of the contract. The position is located in Abu Dhabi, UAE.

Essential Responsibilities:

  • Candidate shall able to provide a wide variety of data management services. Data management support is primarily centered on geospatial data; however, activities may require engagement with non-geospatial data when required to facilitate integration, interoperability, and/or geospatially enabling non-geospatial data.

  • Shall manage, protect, and make discoverable all installation geospatial data integrated through the GeoBase Program, including the Defense Installation Spatial Data Infrastructure Common Installation Picture, AF Common Installation Picture, Regional Installation Picture, and relevant data layers.

  • Produce engineering exhibits, site maps, and project graphics.

  • Integrate GIS data with AutoCAD drawings and engineering records.

  • Candidate must ensure geospatial data is captured, created, processed, edited, analyzed or otherwise, via this task is delivered in electronic format that is compatible with Environmental Systems Research Institute (ESRI) file geodatabase and associated software.

  • Shall assist with the development, maintenance, and quality assurance of geospatial data in accordance with all applicable guidance per relevant data schema owners, requirement owners, Air Force Instruction and common civilian sector practices.

  • Shall coordinate with Air Force level planners, Installation Geospatial Information Officers, Field Operating Agencies, Primary Subordinate Units, and Installation level leadership teams, on all applicable policy, guidance, and standard operating procedures.

  • Maintain and update GIS databases and installation maps.

  • Support engineering and construction project planning.

  • Provide vector data editing and maintenance support of a government furnished geodatabase.

  • Provide installation geospatial data visualization, analysis and business requirement integration services that complies with Air Force Central Command, and locally developed requirements

  • Develop and maintain utility and infrastructure mapping.

  • Coordinate survey data and geospatial information.

  • Maintain spatial accuracy of installation utility systems.

  • Coordinate with civil engineers, planners, surveyors, and project managers.


Minimum Position Knowledge, Skills and Abilities Required:

  • Candidate shall possess a minimum of a bachelor’s degree in global information systems, geography, computer science, or a related field and possess a minimum of at least 3 years of experience in Geospatial Analysis. 

  • Must have working knowledge of C++, Visual Basic Script, and Python and have at least 1 year of experience working with recent versions of ESRI ArcGIS suite applications. 

  • Employee must be experienced working with AutoCAD, AutoCAD Civil 3D, Visual Basic, and building information modeling software of which one (1) year shall have been working on AutoCAD/Auto CAD Civil 3D 2012/GIS. 

  • Candidate must have working knowledge of C++, Visual Basic Script, and Python and have at least 1 year of experience working with recent versions of ESRI ArcGIS suite applications.  Can substitute educational requirements for experience but must provide references to the government for consideration.  Consider 2 years of experience for 1 year of education (Example; 8 years of experience will be the considered equivalent of a bachelor’s degree).

  • Candidate must possess an IAT Level II, Security+ Certification IAW DoD 8570.01-M and Air Force Manual (AFMAN) 17-1303 and shall retain Functional System Administrator (FSA) accounts for desktop programs/licenses and server SDE/licenses maintenance when it becomes available.

  • Master’s degree and/or employment related certifications are preferred but not required.

  • Ability to read and interpret engineering drawings and utility plans

  • Strong communication and coordination skills

  • Experience in Microsoft office applications required.

  • Surveying and utility mapping experience.

  • Must act as the primary point of contact for installation-level Geospatial Information and Services Activities.

  • Provide appropriate technical or procedural support to ensure successful use of geospatial technologies.

  • Must be able to obtain and maintain a SECRET US Government Clearance. Note: US Citizenship is required to obtain a SECRET Clearance.


Work Environment, Physical Demands, and Mental Demands:
Work is performed both indoors in a typical office or shop environment as well as outdoors in various weather conditions. Routine travel and access to remote site locations will require driving pickup trucks, all-terrain vehicles or similar vehicles. Working in areas where exposure to wildlife and insects is possible. Must be able to lift 30 pounds repeatedly during the workday. Frequent walking outdoors in uneven terrain. Constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication and constant mental alertness. Must possess planning/organizing skills and must be able to work under deadlines.
