Amentum is seeking a dynamic Geospatial Subject Matter Expert with in-depth knowledge and experience in using commercially available geospatial platforms and capabilities to support the JIATF-West Blue Pacific Cooperative (BPC) Program at Camp H.M. Smith, Hawaii.

  • Have extensive experience in applying geospatial capabilities to support operations and decision-makers;
  • Experience in applying the Intelligence and Collections Cycles to satisfy requirements and mitigate risks in operational environments;
  • Experience in Testing and Evaluating (T&E) commercially available geospatial information and platforms;
  • Experience in proactively coordinating with geospatial system vendors, including the procurement process; a
  • Have experience in integrating geospatial information into diverse local and regional common operating pictures (COP) effectively.
  • Enjoy working and thrive in a fast-paced, dynamic environment.
  • Have utilized various supporting IT platforms to enable operational activities, such as Shared Drive, Share Point, and other web-based tools.
  • Have the ability to collaborate with a team and work independently to offer innovative geospatial solutions to support PN operations and collections endeavors.
  • Enjoy traveling in the Indo-Pacific region to Pacific Island Countries (PIC).

This position will be responsible for identifying key datasets that support geospatial planning and execution and ensure the BPC team understands how to integrate and interpret geospatial data and apply that data towards Counter Transnational Crime (CTC) operations, to include Illegal, Unreported, and Unregulated Fishing (IUUF), Trafficking of illicit goods, personnel, and narcotics etc.

Specified duties include:

  • Analyze commercial remote sensing capabilities to determine their attributes across imaging disciplines such as Electro-Optical (EO), Synthetic Aperture Radar (SAR), Radio Frequency (RF) and recommend capabilities to meet specific Allies/Partner requirements.
  • Develop tailored training Periods of Instruction (POI) and deliver that information to support designated A/P current and future operations, including introducing geospatial solutions, evaluating collections and geospatial platforms, and presenting effective geospatial tactics, techniques and procedures (TTP).
  • Assist designated PNs with geospatial Standard Operating Procedures (SOP) development using established best practices tailored to their requirements.
  • Provide and oversee value-added analysis, assessment, and testing and evaluation of commercially available geospatial capabilities to integrate them into PN planning; Operations, Activities, and Investments (OAI); and collection management efforts.
  • Provide recommendations on how to best integrate commercially available geospatial support into BPC PN Plans, SOPs and Course of Action (COA) analysis and development.
  • Assess and provide formal recommendations on emerging geospatial platforms, tools, and methodologies; Assess current and emerging manned and unmanned assets and platforms that conduct Collections and Intelligence Surveillance Reconnaissance (ISR) support and recommend integration into BPC PN OAI efforts, as appropriate.
  • Construct value-added geospatial products to enhance situational awareness for BPC PN OAIs.
  • Provide support for the development, planning, staffing, coordination, integration, execution, and assessment of geospatial capabilities with PN, in support of BPC efforts.
  • Identify operational use-cases for enhancements in geospatial capabilities and provide insights on integration options that translate into system enhancement or upgrades.

Minimum Requirements:

  • Bachelor of Science or Bachelor of Arts degree from an accredited college or university or 15 years of relevant experience in lieu of Bachelor’s Degree
  • Minimum of 10 years’ experience working within the Geospatial field and Geospatial Intelligence (GEOINT).
  • Minimum of 8 years’ experience constructing intelligence support products.
  • Minimum of 8 years’ experience directly supporting collection management efforts, including tasking of manned and unmanned platforms and assets.
  • Minimum of 3 years' experience working within the Indo-Pacific region.
  • Minimum of 3 years’ experience supporting maritime operations.
  • Minimum of 3 years’ experience supporting a Common Operating Picture (COP) with multiple geospatial platforms and tools.
  • Experience working with commercially available remote sensing imaging companies and platforms similar to Maxar Maritime Sentry (PKA: Crow’s Nest); MDA Umbra Space; Hawkeye 360; BlackSky; Planet Labs, etc.
  • Must have an active Top Secret clearance, with SCI eligibility. Note: U.S. Citizenship is required to obtain a Top Secret Clearance.
  • Demonstrated proficiency in authoring analytical documents
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint) and other project management tools.
  • Demonstrated oral and written communication skills to effectively communicate (verbally and in writing) to provide information and presentations, to include delivering executive summaries to flag and general officers (FO/GO), Senior Executive Service (SES) level equivalents, and international partners, as well as communicating at the analyst level to watch standers.
  • Minimum of 2 years’ experience working with international allies and partners (A/P) in the USINDOPACOM AOR.
  • Able to support up to 20% travel to both to mainland U.S. and Allied and Partner nations, in support of conferences, planning sessions, and exercises.

Preferred Qualifications:

  • Experience as a watch supervisor or supervisor of geospatial problem sets.
  • Experience supporting counter-translational crime operations, Maritime Interdiction Operations (MIO), and/or Visit Board Search & Seizure (VBSS) operations.
  • Experience using Automatic Identification System (AIS) and Vessel Monitoring System (VMS).
  • Experience supporting Dark Vessel Detection (DVD), Long Range Identification & Tracking (LRIT), and/or Counter Illegal, Unregulated, Unreported Fishing (C-IUUF).
  • Experience with Artificial Intelligence and Machine Learning (AI/ML) as it relates to geospatial platforms.
  • Exposure to maritime law enforcement and/or coastal security
  • 6 years' experience working in the USINDOPACOM area of responsibility (AOR)
  • 3 to 5 years’ experience working with international allies and partners (A/P) in the USINDOPACOM AOR

Compensation & Benefits

HIRING SALARY RANGE: $135K - $160K (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
