The COMET contract provides overall management and implementation of ground systems capabilities, flight hardware processing, and launch operations at NASA's Kennedy Space Center (KSC) in Florida. These tasks will support the International Space Station, Ground Systems Development and Operations, and the Space Launch System, Orion Multi-Purpose Crew Vehicle, and Launch Services programs.

Amentum provides overall management and implementation of ground systems capabilities, flight hardware processing and launch operations at NASA's Kennedy Space Center in Florida. These tasks will support the Exploration Ground Systems, Space Launch System, Orion Multi-Purpose Crew Vehicle, International Space Station, and Launch Services Programs. Within the Ground Systems Support Directorate, the Group Manager of Operational Excellence assumes overall responsibility for the following.

Responsibilities

Areas of responsibility include, but are not limited to:

  • COMET Predictive Maintenance & Analysis group to include engineering and technicians who employ predictive technologies to assist in maintenance and troubleshooting and implementation of best practices across the COMET contract.
  • COMET Operational Excellence group to include engineers and project managers who manage the Ground System Working Team (GSWT) and lead Continuous Improvement projects.
  • COMET GSS Data Administration team, who manage implementation of Asset Management principles and continuous improvements through best practices and utilization of Maximo, provide data base administration, software enhancements and testing, training, and implementation of major software upgrades.
  • COMET Facility Utilization Management (DFUM) group that assess space utilization requests, facilitating facility and employee or group moves, generate CAD layouts and floorplans, and ensure efficient utilization of space across the contract.
  • Assist management in resource estimates that comply with budget limitations to include Program Planning Budget Exercise (PPBE), Annual Operations Plan, COMET Contract Changes (CCRs), Sustaining projects (Engineering Support Request (ESR) and Non-conformances) and third-party contract work.
  • Represent COMET GSS Operational Excellence areas of responsibility by maintaining persistent communication and coordination with all internal and external customers.
  • Ensure and enable the utilization of GSS Work Management to assign, plan, track, and control allocated resources.
  • Engage in the field activities including participation in pre-task briefings, review of the work orders and safe plans of action; assessment of personal protective equipment and authoring behavioral safety observation reports.
  • Ensure work is performed safely per established processes, operating procedures, and approved work authorizing documents.
  • Ensure timely and thorough incident response, reporting, and corrective actions when required.
  • Lead and foster an environment that interprets, develops, coordinates, implements, adapts to, and innovates policies and procedures to provide efficient work practices.
  • Collaborates with other Managers and Leaders across GSS and COMET to maximize the value of integration and continuous improvement across the enterprise.
  • • Develop metrics to monitor and improve Operational Excellence performance, efficiency, safety, and contract cost compliance to support the goals and objectives.
  • Assist managers and leaders in the translation of directorate goals and objectives into innovative operational and tactical execution techniques.
  • Proactively identify opportunities to provide recognition through submittal of quarterly, annual and team awards as well as provide constructive feedback to employees.
  • Develop Vision, Mission, and Goals/Objectives for the Operational Excellence organization and develop employee plans for implementation and regular status of goals and objectives.
  • Establish solid goals and expectations for employees and conduct employee performance evaluations, to include feedback and guidance on employee performance and implementation of disciplinary action, should it be required.
  • Build strong relationships based on trust, integrity, collaboration, and keeping commitments.
  • Perform other duties as assigned.


Qualifications - External

Bachelor of Science in related management area, at least seven years related experience including at least three years of successfully managing people.

Essential Functions

  • A background in Continuous Improvement, Predictive Maintenance Technology and/or Data Administration is highly desirable.
  • Demonstrated track record of resourcefulness and success from previous assignments and working with interdisciplinary and cross-functional teams to drive operational excellence.
  • Must have a fundamental understanding of Asset Management principles and practices (ISO 55000); utilizing metrics to measure and drive performance; work control functions (coordination, planning, scheduling) to maximize resource utilization and productivity.
  • Understanding of COMET processes and procedures for Engineering, WAD authoring and Work Management principles is highly desirable.
  • Experience in Aviation and/or Aerospace highly desirable.
  • Familiarity with AS9100 or ISO9000 Quality Management System and/or related quality systems and programs is highly desirable.
  • Strong ability to lead and direct a diverse workforce in the execution of time sensitive jobs/tasks/activities worked according to detailed schedules.
  • Excellent oral, written, interpersonal communication, presentation, and customer interface skills are required.
  • Extensive experience or certification in Continuous Improvement tools such as 6S, Lean 6 Sigma, Hazard Assessments, Root Cause Analysis, and Failure Modes & Effects Analysis and/or Project Management Professional (PMP) is highly desirable.
  • Strong personnel safety experience required.
  • Requires demonstrated leadership skills as evidenced by prior managerial and supervisory experience.
  • Ability to manage and prioritize multiple projects and lead multiple highly effective and cross-functional teams concurrently.
  • • Excellent computer skills with experience in Microsoft Office products, Internet browsers, and Outlook required.
  • Manages resources effectively within budgetary and time constraints and contributes to the overall success of the company by providing a motivated and productive staff.
  • Performs other duties as assigned.
  • Must have the ability to obtain and maintain a security clearance, if necessary.


Physical Requirements

  • Will be required to climb stairs to access equipment for troubleshooting.
  • Climbing ladders and platforms will be necessary.
  • Will be required to wear hearing protection, eye protection and other associated personal protective equipment.
  • Position may involve extended periods of sitting or standing.
  • Physical requirements are sitting, walking, standing, extensive use of stairs, and access to remote structures.
  • Must be able to work in tight confined space areas.


Work Environment

  • All work must be completed in a safe manner in accordance with NASA and Company safety standards.
  • Will be required to work inside and outside throughout the test complex.
  • Position requires daily individual to travel to different areas on site.
  • Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand is required to access various locations on the facility.


Equipment and Machines

  • Cranes and other heavy equipment such as crane carriers, Hi-Rangers, man lift platforms, hydraulic lifts, spider staging, converter dollies, cargo lift trailers, and tractor/trailers.
  • Operate computer terminals, personal computers, and related computer peripheral equipment to maintain/adjust database logs and records, print documents and record work performance.
  • Personal computer, scanner, copy machine, telephone, laser printer, fax machine, and other office equipment including desk supplies.


Attendance

  • Work assignments are normally 8 hours shifts, 5 consecutive days per week.
  • Must be dependable and punctual.
  • Occasional overtime, sometimes with short notice, is required to meet demanding schedule


Other Essential Functions

  • If offered a position, proof of U.S. Citizenship or Legal Permanent Resident/Green Card holder of the United States is required.
  • Needs to have clear, concise, and accurate communication skills.
  • Must have ability to work well with office staff and customer representatives.
  • Government security clearance may be required in the future.
  • Must be able to travel to support position requirements. This may include travel to and from customer location, which may involve airline travel. In some cases, accommodations can be made for POV, if necessary.
  • Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
  • Must maintain a positive work atmosphere by behaving and communicating in a manner that fosters good relations with customers, clients, co-workers, and management.
  • Must possess and maintain a valid CDL with endorsements Florida driver’s license.
  • Must pass a federal background investigation.
  • Must comply with all “drug free workplace” requirements as mandated by directives issued by the appropriate federal contracting officer and the company, which requires drug testing for use of illegal drugs by employees in sensitive positions.
