POSITION SUMMARY:

ICITAP is currently seeking qualified candidates to serve as Counterterrorism Law Enforcement Investigations Mentors in Benin, West Coastal Africa. These positions will be responsible for training, mentoring, advising, and assisting the Benin Republicane Police Brigade Criminelle (BC), to develop and mature the BC’s capacity to independently respond to and conduct counterterrorism investigations along Benin’s northern border region.

JOB DUTIES AND RESPONSIBILITIES:

  • The mentor will be responsible for counterterrorism-focused training, mentoring, and advising of the BC under the Benin Counterterrorism Law Enforcement Training, Equipment, and Mentorship Program in coordination with and under the supervision of the Benin Counterterrorism Law Enforcement Assistance Attaché.
  • Regularly collaborate with the other Benin Counterterrorism Investigations and Intelligence Mentors and routinely meet with BC investigators, and Police Republicaine Intelligence Officers and Analysts to provide expert guidance and mentorship to further security operations for counterterrorism-based operations and investigations.
  • Support the collaborative resolution of issues with Government of Benin partners, to enable the BC to execute mission objectives.
  • Facilitate the institutionalization of established knowledge and skills through the development and execution of tactical and operational level policy and plans to support counterterrorism investigations and operations designed to identify, investigate, disrupt, and prevent terrorist activities as well as prosecute terrorist suspects.
  • Identify, procure, and deliver equipment and technology that supports the training and operational needs of BC.
  • Support the development of performance monitoring plans for BC investigators.
  • Monitor project indicators and compile data to demonstrate project progress.
  • Draft, edit, and review written reports including but not limited to, weekly reports, significant activity reports, and monthly reports.

REQUIRED SKILLS AND QUALIFICATIONS:

Education:

  • Graduate of a certified federal, state, or municipal police academy.
  • Bachelor’s Degree from an accredited university or equivalent professional qualifications and experience.
  • Graduate or Certification in a recognized Instructor Development Course with experience in classroom and practical exercise instruction preferred.

Minimum Experience:

  • Fifteen years of experience assigned to an accredited federal, state, or municipal law enforcement agency as a sworn law enforcement officer or agent.
  • Ten years demonstrated experience in conducting counterterrorism investigations or a combination of counterterrorism and other complex criminal investigations, which included the use of technical investigative and surveillance tools and resources to accomplish the investigation.

Additional Skills:

  • Overseas experience working in remote and/or austere environments.
  • Experience working independently with general direction to achieve defined results.
  • Demonstrated experience providing case-based mentoring on both proactive and reactive investigative cases to developing police forces.
  • Previous experience defining technical requirements for purchasing and implementing equipment, software, and other technology used to conduct counterterrorism or complex criminal investigations.
  • Experience in multi-tasking across multiple lines of effort to meet program requirements and timelines.
  • Proficient in Microsoft 365 or equivalent.
  • Has Professional or Native Fluency in the English language.

DESIRED QUALIFICATIONS:

  • Qualified in designing and delivering both the practical and theoretical segments of course curriculums.
  • Experienced in mentoring and training in austere environments and able to adapt to specific country/organization needs. 
  • Familiarity with the conduct of operations working in and around an embassy or consulate.
  • Experience of responding to numerous terrorist incidents in hostile environments
  • Served as a member of an internationally recognized police force.
  • Has Working or Professional Fluency in the French Language.
