ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum, on behalf of the U.S. Department of Justice’s ICITAP Program, seeks an experienced Foreign Direct Investment (FDI) Screening Advisor to support partner countries in developing and implementing investment security frameworks. This includes policy design, legal-regulatory development, national security risk analysis, interagency coordination, and stakeholder engagement. The advisor will contribute to advancing U.S. and allied goals of countering strategic economic threats through effective FDI oversight and mitigation tools.

JOB DUTIES AND RESPONSIBILITIES:  

  • Advise on development and implementation of FDI screening laws, regulations, and procedures based on CFIUS and international best practices.
  • Conduct capacity-building engagements including tabletop exercises, interagency simulations, and private sector outreach programs.
  • Deliver technical assistance and legislative support tailored to the political and legal context of each host country.
  • Draft analytical tools, playbooks, and country-specific roadmaps for national investment security strategy development.
  • Train regulators and policymakers on sectoral risk identification, transaction monitoring, and compliance enforcement mechanisms.
  • Support multilateral coordination and peer learning platforms among countries developing screening systems.
  • Produce written guidance and research on global investment screening trends, risk typologies, and implementation pathways.

REQUIRED SKILLS AND QUALIFICATIONS:  

  • 10+ years of direct experience in investment screening, economic security, export controls, or sanctions policy.
  • Demonstrated leadership in designing or advising on FDI screening frameworks in Asia, Europe, or MENA.
  • Familiarity with U.S. CFIUS processes, EU FDI Screening Regulation, and other comparative legal regimes.
  • Prior implementation roles on EXBS, DOE/NNSA, CIPE, or similar U.S. government technical assistance programs.
  • Excellent skills in stakeholder coordination, legal drafting, training development, and scenario-based facilitation.
  • Published work or recognized contributions to policy development in investment security or strategic trade.
  • Familiarity with U.S. CFIUS processes, EU Member State FDI Screening Regulations, and other comparative legal regimes.

DESIRED QUALIFICATIONS:  

  • Experience as a U.S. government representative or advisor on CFIUS-related interagency panels or equivalent.
  • Congressional testimony or subject matter engagement at the strategic policy level.
  • Deep subject-matter knowledge of proliferation finance, sanctions evasion, and dual-use technology transfer.
  • Academic or think-tank affiliations with recognized institutions in economic security or international law.
  • Proficiency in a second language preferred (e.g., Ukrainian or Russian)
  • Experience working with or advising industry and investment promotion agencies on balancing FDI and national security.
