ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum is currently seeking a qualified candidate to serve as a Joint Operations Advisor for the Special Forces for Security Protection (SFSP) sector in the Kingdom of Saudi Arabia. This position will ensure inter-agency land, sea, and air coordination and organizing multiple agencies and jurisdictions within an overall command and coordination structure. This position's responsibilities will include but not be limited to establishing a Joint Operations Center to assist the SFSP in coordinating and synchronizing security functions and response protocols at official tourism sites with other Ministry of Interior security sectors.

JOB DUTIES AND RESPONSIBILITIES:  

  • Directly oversee and coordinate the efforts of ICITAP subject matter experts (SME) who will be implementing land, sea, and air projects in SFSP areas of responsibility.
  • Coordinate with the efforts of the Academy Development Coordinator and Curriculum Developers to increase the skill sets of SFSP personnel as needed to perform coordination and interoperability efforts.
  • Closely coordinate with the ICITAP Regional Operations Advisor, ensuring an adequate information flow between the regions and the Joint Operations Center (JOC).
  • Develop and maintain close working relationships with their Saudi counterparts, providing advice and guidance where appropriate.
  • Act as mentor and advisor to Saudi counterparts in the development of institutional capacity.
  • Closely monitor the development of operations procedures, policies, patrol planning operations, major event planning and execution, and the response, planning, and coordination to unplanned events.
  • Report upward to the ICITAP Program Attaché through the ICITAP Deputy Program Attaché.
  • Work with staff to oversee accurate and timely report submission.
  • Any other duties as directed by the ICITAP Program Attaché.

REQUIRED SKILLS AND QUALIFICATIONS:  

  • Degree in law enforcement, education, instructional design, or a related discipline
  • Twenty (20) years of progressive law enforcement experience, including a minimum of seven (7) years of law enforcement supervisory experience.
  • Absolute knowledge of police operations techniques and disciplines, especially in joint operations and interoperability with other stakeholders.
  • Comprehensive knowledge of law enforcement policy
  • Ability to develop and write comprehensive law enforcement policies and procedures
  • Complete grasp of different law enforcement apparatuses and how they interact to achieve the law enforcement mission, including land, sea, and air resources and respective policies.
  • Thorough understanding of tourism-oriented policing concepts and the implantation of these concepts.
  • Ability to plan, organize, and execute police operations varying from minor to extreme.
  • Must be flexible, with the ability to readily adapt to changes that may occur suddenly and without warning.
  • Must strictly adhere to often strict social norms of the Kingdom of Saudi Arabia.
  • Must have the ability to obtain and maintain a Secret clearance.

DESIRED QUALIFICATIONS:  

  • Minimum of five (5) years of experience in international law enforcement development environments
  • Minimum of five (5) years’ experience in law enforcement operations planning and execution, including major event planning and execution
  • Prior international work experience in Islamic culture
  • Personable and open to different cultures
  • Excellent oral and written skills
  • Ability to motivate and encourage others
