Prosecutorial Development, Assistance, and Training (OPDAT) programs.

The ICITAP-EXBS Program in Armenia offers law enforcement support through a comprehensive and integrated program of training, technical assistance, and equipment donations to assist Armenia border security and export control.

POSITION SUMMARY:

Amentum is currently seeking a qualified candidate to serve as the Law Enforcement Advisor in Washington, D.C. This position will be responsible for advising ICITAP headquarters on border security strategies including researching potential high-risk counterterrorism and/or illicit threats entering the US.

JOB DUTIES AND RESPONSIBILITIES:

• Advise ICITAP Headquarters on strategy and implementation initiatives related to the development, training, and equipping of foreign assistance programs related to border security and export control assistance programs.
• Apply extensive technical expertise on equipment specification and training requirements for border security and export control programs.
• Provide ongoing consultation with host-nation counterparts to enhance the delivery basic and in-service Border Patrol Police training, as well as boarder border security training initiatives.
• Conduct specialized training and mentorship for border security officers, trainers, and senior leadership.
• Contribute to written reports for ICITAP HQ, EXBS HQ, and other stakeholders, including drafting, editing, and compiling required information.
• Collaborate with ICITAP and EXBS personnel to develop future project objectives, activities, and law enforcement development initiatives.
• Collect and examine quantitative and qualitative data related to border security and export control programs.
• Draft reports on the results of engagements with foreign partners and conveying results of data collected.
• Draft reports outlining project milestones and implementation strategy based on provided program goals and objectives.
• Report to ICITAP directly and provide weekly reports.
• Travel OCONUS to support ICITAP EXBS Armenia program implementation and advisement efforts.

NOT ALLOWED AS LAW ENFORCEMENT ADVISOR:

• Law Enforcement Advisor may not serve as a panel member on any funding proposals.
• Law Enforcement Advisor may not provide input on price proposals, conduct research on procurement options, or recommend procurement methods.
• Law Enforcement Advisor may not clear or approve items on behalf of ICITAP or EXBS.
• Law Enforcement Advisor may not represent ICITAP or EXBS at Post.

REQUIRED SKILLS AND QUALIFICATIONS:

• Possess a minimum of 10 years of experience working with U.S. foreign assistance programs.
• Must have experience with and knowledge of preventing illicit trade and the growth of Transnational Criminal Organizations (TCOs) through bolstering foreign border security units.
• Must be familiar with US Federal Acquisition Regulations (FAR) and federal contracting processes and procedures.
• Must have worked and engaged with external partners on foreign assistance programs related to border security foreign assistance programs.
• Must have worked with US DOS and external partners to coordinate implementation of foreign assistance programs related to border security and export control.
• Documented experience as a supervisor, manager, or task force leader in a federal task force, a state agency, or a police department.
• Documented ability to assess, evaluate, and produce written communications articulating necessary steps to address sustainable staffing, structure, policy, training, and equipment needs of the police.
• Experience as an instructor in fields related to development and management of instructors and support staff at law enforcement training facilities.
• Exceptional interpersonal skills to effectively work with ICITAP staff, host-country nationals, and other individuals and organizations from the international community.
• Ability to operate windows applications, including Microsoft Word, Excel, PowerPoint, and Outlook.
• Advanced report writing skills.
• Written or verbal skills in Armenian or Russian languages preferred but not required.
• Clearable: Must be able to obtain and maintain a (Public Trust Waiver) US Government Clearance. Note: US Citizenship is required to obtain a (Public Trust Waiver) Clearance.
