Mission StatementAmentum provides field, range, testing, chemical, and biological laboratory support to the U.S. Army at the West Desert Test Center (WDTC) located at Dugway Proving Ground (DPG), UT. As a major test site for the U.S. Army Test and Evaluation Command, the WDTC is responsible for the test and evaluation of chemical and biological (CB) defense systems, incendiary and smoke/obscuration munitions systems, and related operational concepts.
In addition to these responsibilities, we also support non-CB testing at the WDTC for the DOD and other Federal agencies, including environmental assessment/impact evaluation and munitions demilitarization.
Our Dugway Operation was established in 2004 with the award of the Field, Range, Chamber, and Laboratory Support Services (FRC&LSS) contract to Amentum. Through the FRC&LSS contract, we have integrated with Mellor Engineering, TOPE, and JRAD with a composite staff size of more than 170 personnel.
• Ensure compliance with Occupational Safety and Health Administration (OSHA), Utah Occupational Safety and Health (UOSH), Environmental Protection Agency (EPA), National Fire Protection Association (NFPA), U.S. Army, Dugway Proving Grounds, and state and local requirements.
• Act as a mentor to all workers regarding implementation of the Safety & Health Program.
• Take an active role in the development, review, and implementation of safety programs such as Lockout/Tagout, Confined Space Entry, Fall Protection, Hazard Communication, and other relevant OSHA compliance programs.
• Conduct audits/assessments and area inspections to ensure organizational compliance with safety program.
• Provide guidance to operations to ensure safe and environmentally responsible work practices are implemented as they apply to industrial workplaces, construction sites, and aerospace test environments, perform hazard analyses and recommend mitigation procedures to the Jacobs leadership team.
• Develop hazard controls and verifications to mitigate identified hazards. Independently analyze and make recommendations for system design, equipment, and procedures to control or eliminate hazards.
• Create or review hazard analysis products for facility test systems used in support of flight hardware testing using analytical techniques to include Hazard Analysis, Fault Tree, and Failure Modes and Effects Analysis.
• Conduct HSE training and design new training as needed.
• Conduct routine and follow-up environmental health, safety and hazard inspections of Jacobs occupied areas, as well as cooperating with Dugway safety personnel to conduct inspections and formulate mitigation actions.
• Participate in test and facility readiness reviews as a subject matter expert.
• Research, procure and train employees in the use of PPE required to mitigate identified workplace hazards.
• Perform incident investigations to identify root causes and prepare reports of findings and submit recommendations to the leadership team.
• Analyze accident and incident reports for trends; makes recommendations for correcting unsafe conditions and actions to the leadership team.
• Provide program management responsibilities for safety related programs and initiatives as required.
• Perform miscellaneous job-related duties as assigned.
Knowledge, Skills, and Abilities Desired
• Ability to communicate technical information to non-technical personnel.
• Ability to gather data, compile information, and prepare reports.
• Ability to develop, implement, and enforce safety programs and protocols.
• IVES Certified Trainer on the following: forklift, rough terrain telehandler, mobile elevating work platforms (aerial boom lift, scissor lift, bucket truck), and skid-steer loader.
Education and Experience: - Must have a Baccalaureate in Safety Engineering, or equivalent years of experience with direct government or contractor supporting government contracts.
- Two years of experience in comprehensive Safety and Occupational Safety and Health Act (OSHA) standards are equivalent to one year of schooling.
- • Skill in performing safety inspections and ensuring compliance with OSHA and U.S. Army safety regulations.
• Knowledge of federal, state, and local safety regulations, to include OSHA and UOSH requirements, i.e., OSHA 300 Log, TRIR calculation, reporting of serious and disabling injuries/illnesses to workers.
• Working knowledge of injury claims management and worker’s compensation process.
• Ability to react calmly and effectively in emergency situations.
• Experience with breathing air sampling techniques and documentation.
• Experience using and/or performing calibration of instruments, including confined space (4-Gas) monitors, light, and sound level meters.
• Ability to investigate and analyze information and draw conclusions.
• Ability to work effectively with diverse populations. Job Description and Requirements:
Clearance: Must be able to obtain and maintain a Secret Security Clearance.
Essential Functions Physical Requirements: Medium- Exerts up to 50 lbs. of force occasionally, up to 20 lbs. of force frequently, or up to 10 lbs. of force constantly to move objects.
Work Environment: Generally an outdoor environment, but can involve inside or outside work depending on task.
An inside environment may be a cubicle (considerations: close quarters, low to moderate noise, bright or dim lighting).
Outside work may include various environmental conditions including hot and cold climates.
Needs to be able to work well with co-workers and all levels of management.
No hazards on job or unusual environmental conditions.
Office is located on site in Government spaces at: Dugway Proving Ground, UT.
Equipment and Machines:Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.
Attendance:Regular hours will be between Monday-Thursday 7:00 a.m. - 5:30 p.m.
Punctuality and regular attendance are necessary to meet deadlines.
Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.
Other Essential Functions: Must demonstrate professional behavior at all times when dealing with customers, management and co-workers.
Must have clear, concise and accurate communications skills in English, both verbal and written.
Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others.
Must maintain a positive work atmosphere by behaving and communicating in a professional manner.
Independent personal transportation to office or work site is required.
Travel to and from customer’s locations and the test fields may be required to support projects.
This may involve airline travel.
When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
This position will require a valid driver license to operate a variety of vehicles.
