Amentum is seeking a dynamic Senior Joint Experimentation Planner to provide research, planning, analysis, exercise, and experimentation support to the U.S. Indo-Pacific Command (USINDOPACOM) Requirements and Resources Directorate (J8) at Camp H.M. Smith, Hawaii.

The Senior Joint Experimentation Planner will lead several efforts in the J81 Joint Innovation and Experimentation Division to integrate operational and planning expertise into the command’s multi-domain experimentation efforts. The ever-increasing demands associated with a congested and contested operational environment requires strategic and operational partners who are properly postured to meet mission critical requirements. This position will play a vital role in experimenting, analyzing, and integrating advanced technologies and employment methodologies for warfighters, and coordinating with key DoD innovation and experimentation stakeholders, such as OSD, Joint Staff, Service Components, research labs, and industry.

Specific Duties Include:

  • Lead integration of USINDOPACOM Joint Battle Problem (JBP) experimentation into Joint Exercise Lifecycle (JELC) experiments.
  • Lead experimentation working groups during planning conferences for JELC exercises (e.g. VALIANT SHIELD, NORTHERN EDGE and TALISMAN SABRE, KEEN SWORD, GRAY FLAG, BALIKATAN, COBRA GOLD, PACIFIC SENTRY and RIMPAC).
  • Serve as the USINDOPACOM J81 experimentation lead representative and subject matter expert (SME) in support of J7 training battle rhythm events.
  • Lead the development, analysis, and refinement of tactics, techniques, and procedures (TTP), and operational concepts for new and emerging technologies and enable the integration of them into joint exercises.
  • Conduct experimentation mission briefings and debriefings, trouble-shooting problems related to experiments, and contributing to the orderly flow of the exercise as it pertains to executing the experiments.
  • Provide a Data Collection, Analysis, and Evaluation Plan (DCAEP) for each technology integrated into designated JELC exercises.
  • Perform in-depth reviews and evaluations of all the information supplied by the various experimenting entities. 
  • Lead post-experimentation after action reviews (AARs) and provide recommendations to leadership on the viability of advanced technologies, processes, and employment concepts in future operations.
  • Provide experimentation requirements and team with data scientists and Operations Research and Systems Analysis (ORSA) personnel before, during, and after experimentation, test, and exercise events to develop relevant data management and analysis plans (DMAPs), measures of effectiveness and measures of performance.
  • Travel up to 20% annually, both to Mainland U.S. and Allied and Partner nations, in support of conferences, planning sessions, and exercises/experiments.

Minimum Requirements:

  • Bachelor's Degree from an accredited college or university or equivalent combination of education, technical training, or work/military experience
  • 10+ years of experience supporting the Department of Defense (DoD), including at least 5 years of experience in military operations
  • At least 5 years of experience in military planning
  • At least 3 years of experience in a senior military staff office (OSD, JS, Service HQ, Combatant Command, Component, Sub-Unified Command, or equivalent organization) 
  • At least 3 years of experience working in the USINDOPACOM AOR 
  • Experience in DoD innovation and/or experimentation
  • Excellent oral and written communication skills
  • Proficient at authoring analytical and/or policy documents
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint)
  • Must have an active Top-Secret security clearance, with SCI eligibility later during employment. Note: US Citizenship is required to obtain a Top-Secret Clearance

Preferred Qualifications:

  • Master's Degree from an accredited college or university, or Graduation from a military command and staff college
  • 7+ years of experience in military plans
  • 5+ years' experience working in the USINDOPACOM AOR
  • At least 3 years’ experience in DoD innovation and/or experimentation

Preferred Knowledge and Skills:

  • Knowledge of the planning continuum to include the Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA)
  • Theater knowledge and advanced joint planning skills to shape and deliver the desired plans
  • Detailed knowledge of USINDOPACOM policy and strategy and a thorough understanding of USINDOPACOM TCP/TCO, GCPs, CT EXORD, OPLANs, CONPLANs, and Theater Security Cooperation Plans including linkages to parallel national interests
  • In-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Campaign Plan (JSCP)
  • Thorough understanding of the Military Decision-Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation, and approval
  • Communicate effectively verbally and in writing to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials

Compensation & Benefits

HIRING SALARY RANGE: $155K - $175K (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
