The Training Specialist (Lead) position is responsible for designing, developing, and implementing all training requirements in support of a Department of Defense (DoD) customer for the CBRN-HST TO JULIET. This will include training on chemical, biological, radiological, and nuclear (CBRN) and other materials hazards and threats, Personnel Protective Equipment (PPE), decontamination operations; presumptive detection equipment, procedures for technical collection operations and CBRN sensitive site exploitation; conducting & performing operator maintenance on assigned CBRN presumptive detection equipment. The Training Specialist (Lead) is a member of the exercise support cell. Responsible for developing and executing training, internal and external exercises to conduct and evaluate individual and collective CBRN skills and provide technical advice on all CBRN operations and hazards. Directs teaching/learning activities to identify and characterize the total extent of the associated hazard. Writes learning objectives and develops instructional materials for courses and exercises scenarios. Continuously update and revise lesson plans to meet evolving customer needs and expectations by addressing tactics, techniques and procedures.
The Training Specialist (Lead) supports the Program Manager in the management of task execution, schedule, costs, and vendor activities to meet contract or task order requirements and provides on-site facilitation of all training and exercise activities. The Training Specialist (Lead) plans, identifies, and coordinates part-time instructor and subject matter expert (SME) support and manages and assists all instructors in designing and developing all program deliverables.
Required Qualifications
CBRN / CWMD Operational SME
Serves as a highly technical subject matter expert knowledgeable in procedures related to technical collection operations in support of joint, combined, and interagency organizations
Provides Subject Matter Expertise for training on related hazards and threats, Personnel Protective Equipment (PPE), decontamination operations, presumptive detection equipment, procedures for sensitive site exploitation, mission planning, and tactical medical care
Training Management and Sustainment
Manages and executes customized CBRN and other materials training and subject matter expertise leading to full-scale evaluated exercises
Oversees and assists the specialized instructional teams with the delivery of courses in classroom and field environments that focus on applying practical theory through hands-on exercises and scenario-based practice events.
Coordinates and facilitates all training planning, scheduling, and logistical support required to support team course delivery. Plans, schedules, organizes, and facilitates meetings or off-sites visits as required by the project Contract Officer Representative (COR)
Develops unit-level Standard Operating Procedures (SOP), Tactics, Techniques, and Procedures (TTP), and Training and Evaluation Outlines (T&EO) forms required by customer or client
Curriculum Design, Development, and Delivery
Provides technical expertise to analyze, design appropriately, and develop course materials, including instructional plans, exercises, evaluations, activities, job aids, and all other required materials, in accordance with company/client requirements.
Assists with research, development, and validation of master training plans, standard operating procedures, and supporting training support guidance as required by contractual requirements and/or customer demands
Assists with the delivery of all contract-required training courses and exercises
Leads curriculum recovery using the ADDIE process to ensure all training materials are refined annually
Plans, designs, develops, implements, and evaluates contract-required field training exercises and validation exercises.
Communication
Ability to advise government client personnel in mission essential tasks, necessary actions and options to consider during technical collection operations.
Ability to instruct and mentor both tactical and technical personnel on technical topics, principles, theories, and concepts of varying scientific complexity
Capable of multi-tasking; working several complex and diverse tasks with simultaneous or near simultaneous deadlines in a dynamic fast-paced environment.
Provides frequent periodic feedback and accurate reporting to Program Manager
Required Knowledge, Skills, and Experience
Clearance
Current Top Secret/SCI (CI-poly eligible) Security Clearance
US Citizenship Required
CBRN Knowledge and Skills
Graduate of U.S. military or comparable federal CWMD/CBRN School as a qualified response team specialist or accredited equivalent program.
Knowledge of CBRN threats/hazards, detection/identification instruments, CWA and BWA threats/hazards, personal protective equipment, and CBRN operations
Operational Experience
Background in CBRN operations, intelligence analysis, or strategic force capability assessments
Qualified experience conducting CBRN site assessment, render-safe, detection, sampling, verification, site exploitation, packaging, escort (surety and non-surety), limited disablement, limited elimination, technical decontamination, confined space awareness, and limited consequence management in support of combatant commanders and/or lead federal agencies
Minimum of 10 years of experience in leadership/operations coordination roles within a U.S. operational or strategic level command, preferably focused on CBRN or CWMD operations
Curriculum Development and Training Instruction
Formal instructor certification (military or commercial) required; Master Instructor certification preferred
Formal curriculum development training, certification, and experience
Proven ability to write training curriculum, analytical reports, case studies, and related military doctrine (SOPs and TTPs)
Exhibits a high degree of attention to detail while designing, developing, and editing course products

Overseas Experience
Experience serving overseas in support of geographical commands and/or Embassies
Time Management
Ability to function at a high level with little oversight as well as work as part of a larger team to complete mission objectives
Capable of working under tight deadlines and managing tasks through successful completion
Travel Requirements
CONUS-based; willing to travel CONUS up to 25%
Willing to work rotating shifts including nights and weekends as required to support US-based training events
