Amentum is seeking a Construction Supervisor to support a unique US Navy program on the island of Diego Garcia. The Construction Supervisor will be responsible for developing accurate cost estimates for construction and engineering projects. This position analyzes project requirements, develops labor, material, equipment, subcontractor, and other direct cost estimates, and supports proposal development for domestic and international government contracts.

Job Responsibilities:

  • Develop detailed cost estimates for construction and engineering projects utilizing RFP documentation, drawings, specifications, historical data, and pricing information.
  • Participate in the planning and sequencing of construction activities, including identifying labor, materials, equipment, subcontractor requirements, and resources for projects.
  • Analyze construction documents, blueprints, sketches, bills of material, technical specifications, and project layouts to determine production costs.
  • Calculate labor, material, equipment, subcontractor, and ODC costs using established pricing and cost data.
  • Develop and maintain cost models and estimating databases to support proposal development.
  • Revise estimates as project scope, requirements, or customer needs change.
  • Prepare compliant cost reimbursable estimates in support of government proposals and contract requirements.
  • Collaborate with department leads, engineers, project managers, subcontractors, and vendors to collect required cost data and ensure timely estimate completion.
  • Support proposal pricing activities for domestic and international government opportunities.
  • Review manufacturing parts lists, material requirements, and technical data for accuracy and completeness.
  • Provide quality assurance and quality control support throughout the estimating process.
  • Support government pre and post award proposal price audits by providing documentation and responding to auditor.
  • Provide guidance, training, and mentorship to less experienced estimators.
  • Performs other job-related duties as assigned that are consistent with the nature and level of the position.

Required Qualifications:

  • Bachelor’s degree from an accredited college or university in Construction Management, Engineering, Business, Finance, or a related discipline.
  • Minimum of four (4) years of construction estimating experience or related government contracting estimating experience.
  • Demonstrated experience developing construction cost estimates, including labor, materials, equipment, and subcontractor costs.
  • Strong knowledge of construction methods, materials, processes, and industry practices.
  • Ability to interpret construction drawings, specifications, blueprints, technical manuals, and bills of materials.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and related business applications.
  • Strong analytic, organizational, and problem solving skills.
  • Ability to manage multiple priorities and meet deadlines in a fast paced environment.
  • Excellent written and verbal communication skills with the ability to effectively communicate with employees, leadership, customers, and government representatives.
  • Passport must be valid for a minimum of one (1) year or more at the time of hiring.
  • Country visa (as required in line with the U.S. Department of State Foreign Clearance Guide).
  • Ability to successfully pass contract medical requirements and maintain compliance throughout the duration of deployment.
  • Must be able to obtain and maintain facility credentials/authorization. 
  • Must be able to speak, read, and comprehend English.

Preferred Qualifications:

  • Prior experience working in an austere OCONUS (Outside the Continental United States) environment with a multi-national workforce is preferred.
  • A valid driver’s license to legally operate a motor vehicle.
  • Country visa (as required in line with the U.S. Department of State Foreign Clearance Guide).
  • Experience in government or military groundskeeping or landscaping programs.
  • Basic knowledge or training in the installation and maintenance of irrigation and stormwater drainage systems.
  • Demonstrated ability to maintain improved grounds in compliance with contractual and operational standards.
  • Experience estimating projects involving multiple construction disciplines, including heavy construction, electrical systems, plumbing systems, mechanical systems, and masonry and structural work.
  • Experience mentoring or supervising estimating personnel.

Working Environment

This position is located on Diego Garcia, British Indian Ocean Territory (BIOT), a remote overseas location supporting U.S. Government operations. Employees may work in office, industrial, warehouse, port, airfield, and outdoor environments and may be exposed to high temperatures, humidity, inclement weather, noise, dust, and uneven terrain. Work schedules may include evenings, weekends, holidays, and extended hours based on operational requirements.

Physical Requirements

 Requirements may include prolonged sitting, standing, walking, climbing stairs, lifting up to 25 pounds regularly and 50 pounds occasionally, and working in both indoor and outdoor environments. Must be able to meet all medical, security, and deployment requirements associated with assignment to a remote overseas location.
