The Community Planner evaluates and recommends programs and development plans for new construction, renovation, and improvements of real property facilities, including utility systems. Position shall be responsible for validating new project requirements against the Installation Development Plan and managing the supporting sub-component plans within and provide community planning services as outlined in the core contract. This position will be in support of the Air Force Contract Augmentation Program (AFCAP) and it is located at Al Udeid Air Base (AUAB), Doha, Qatar.

Essential Responsibilities:

  • Must provide community planning services which are comprised of site and facility information support, installation planning support and facility management support.

  • Will assist with the development and maintenance of the Installation Development Plan (IDP), District Plans, and Component plans IAW DAFI 32-1015 or successor publications and guidance, Integrated Installation Planning, and the Integrated Installation Planning Playbook. This includes researching existing conditions, conducting stakeholder interviews, developing planning goals and objectives, and drafting plan documents.

  • Will lead updates and planning activities related to the IDP and District Plans and assist with the development and maintenance of Component Plans (e.g., radiation plans, transportation, parking, Air Installation Compatible Use Zone (AICUZ)) related to IDP. Additionally, candidate will identify and report IDP disconnects with key agencies/players and facilitate coordination of installation-planning activities with all affected agencies, providing recommendations to the Government for resolution.

  • Will participate in project design reviews and other activities related to siting and planning actions including the Environmental Impact Analysis process and the management of planning contracts.

  • Provide site planning support services IAW DAFI 32-1015 and the Site Planning Playbook. Will gather and document existing site conditions through the Comprehensive Planning Platform (CPP) following the format provided by the Customer. Will perform a constraints and opportunities assessment based on readily available data and established criteria, documenting the assessment through the CPP.  Conduct conceptual analysis to evaluate the suitability of different sites for the proposed project to include environment impact, accessibility, and cost.

  • Coordinate with the installation GeoBase office to update and maintain approved siting data in the appropriate GeoBase planning dataset feature layer with zero (0) discrepancies.

  • Provide IDP, District Plans, and Component plan updates to the Installation GeoBase office and be responsible for the accuracy of all planning datasets within the GeoBase program.

  • Prepare and coordinate waiver packages to airfield criteria for permanent and temporary obstructions for Customer approval. Will support briefing the Facilities Board (FB) annually on airfield waivers and obstruction reduction initiatives as mandated by regulations or Higher Headquarter (HHQ) guidance.

  • May enter data describing existing and new facilities into Base Real Property Inventory records, if required. 

  • Other duties as assigned.

Minimum Position Knowledge, Skills and Abilities Required:

  • Bachelor’s degree in engineering, urban planning, community development, or a related field with at least four (4) years of experience in planning, site planning, and related activities.

  • Must have knowledge of planning experience and other administrative and coordination experience.

  • Must be able to obtain and maintain a Secret US Government Clearance. Note: US citizenship is required to obtain a Secret Clearance.

  • Ability to read, write and communicate in English and ability to follow spoken instructions.

  • Ability to interact professionally with all levels of employees, managers and customers.

  • Knowledge of various computer programs required (i.e. Microsoft Excel, Word, and Outlook).

  • Exercise good judgment, ability to multitask and work under time constraints.

  • Ability to work independently with good decision-making skills.

  • Extensive working knowledge of and ability to regularly utilize AutoCAD 2025 or newer version, if required.

Experience & Education:

  • Bachelor’s degree in engineering, urban planning, community development, or a related field with at least four (4) years of experience in planning, site planning, and related activities.

  • AFIT WMGT 519 required and WMGT 520 is desirable.

Physical Requirements/Working Environment

  • Living and working conditions at the assignment location could be remote and uncomfortable.

  • Long hours, exposure to weather and hazardous conditions.

  • Personnel should be aware of moving on short notice and under adverse conditions.
