Purpose and Impact:

The Contractor Program Manager (CPM) is the senior, single-accountable leader for end-to-end performance of a cleared, multi-task-order federal contract supporting an Intelligence Community customer. The CPM owns delivery across cost, schedule, quality, and staffing; leads the phased transition and consolidation of legacy efforts into a unified Program Management Office; and drives measurable progress against the customer's Agile maturity and mission delivery goals. This role is the primary point of contact for the Contracting Officer and Contracting Officer's Technical Representatives, and the linchpin between the customer's mission, the contractor's delivery teams, and Amentum's executive leadership.

Work Schedule: M-F, 8 hours per day. Potential for extended hours as the mission dictates. This position is performed fully on-site at a customer-controlled secure facility; no remote or hybrid work is supported.

Essential Responsibilities:

  • Own end-to-end contract performance across the IDIQ and all Task Orders, including cost, schedule, quality, staffing, and customer satisfaction
  • Lead phased incoming transitions of legacy contracts with zero disruption to customer operations, including authorship and execution of the Incoming Transition Plan, incumbent knowledge transfer, and clearance and access processing for inbound personnel
  • Author and maintain the Program Management Plan and Security Plan; deliver Monthly Contract Status Reports (MCSR) and contract invoicing on schedule
  • Directly supervise Task Order Leads, Solutions Architects, the Transition Manager, and Program Management Office support staff; perform cross-Task-Order resource leveling, succession planning, and skills coverage management
  • Drive execution of the customer's Agile Community of Practice (CoP) Maturity Plan, including continuous investment of labor capacity toward measurable Agile maturity improvements each work cycle
  • Serve as the primary point of contact for the Contracting Officer, the IDIQ-level Contracting Officer's Technical Representative (COTR), and each Task Order COTR; deliver Program Management Reviews and executive briefings
  • Manage subcontractor relationships and the integrated prime and subcontractor team under a single delivery cadence; ensure all teammates operate within contract terms and Amentum standards
  • Ensure compliance with NISPOM, applicable Intelligence Community Directives, SEAD 4, and the customer's IT governance, security, and Risk Management Framework requirements
  • Identify risks, issues, and service gaps early; lead mitigation, communicate transparently with the customer, and adjust resourcing or approach to maintain delivery commitments

Minimum Requirements (Knowledge, Skills, and Abilities):

  • 16+ years of relevant experience, with at least 10 years in program management of federal IT or systems engineering contracts
  • Bachelor's degree in Engineering, Information Technology, Computer Science, or Business
  • At least five (5) years of specialized experience in Federal Government enterprise system management
  • Demonstrated experience leading contract transitions involving incumbent-to-incumbent knowledge transfer and consolidation of multiple legacy efforts under a single program
  • Working fluency in Agile delivery at the program level, including backlog management, minimum viable increment (MVI) or equivalent work allocation, and maturity measurement against a defined model
  • Hands-on familiarity with AWS-hosted mission applications and SecDevOps toolchains (e.g., GitHub, Jenkins)
  • Track record managing Contract Data Requirements Lists (CDRLs), monthly contract status reporting, Earned Value Management or equivalent cost and schedule reporting, and mixed CLIN structures (FFP and CPFF-LOE)
  • Experience overseeing a staff of diverse disciplines, including software developers, systems engineers, solutions architects, and program support personnel
  • Experience managing schedules, resources, and control of funds across multiple concurrent delivery efforts
  • Demonstrated ability to manage subcontractor relationships and integrated prime and subcontractor teams
  • Exceptional written and verbal communication skills, with proven ability to brief senior customer stakeholders and produce clear executive-level reporting to Amentum's senior team
  • Demonstrated ability to lead and inspire individuals and teams; develop talent and a high-performance culture
  • Motivated self-starter with the ability to work collaboratively as part of an integrated team and influence senior stakeholders without direct authority

Clearance Required:

  • TS/SCI with Polygraph.

Minimum Education

  • BA or BS; BS in Technology preferred.
  • MS (Such as CS, MIS, MBA, etc.) reduces years of experience to 13 years.

Minimum Years of Experience

  • 16 Years

Preferred Qualifications

  • Advanced degree in Engineering, Information Technology, Computer Science, or Business
  • Professional Project Management certification (e.g., PMP, PgMP, CPM, CPMP)
  • Program Management Professional (PgMP) certification
  • Certified ScrumMaster (CSM), SAFe Agilist, or equivalent Agile certification
  • AWS Cloud Practitioner or higher AWS certification
  • Proven experience with software and hardware integration
  • Experience with AWS Cloud services and migration
  • Experience with Agile software development at the program level
  • Prior experience supporting an Intelligence Community customer in a Program Management role
  • Experience with ServiceNow, Salesforce, or comparable enterprise platforms in a mission context

Compensation Details:

$225,000 - $290,000
