Purpose and Impact:

This position is contingent upon award of contract, business needs, and funding availability.  We are seeking a highly motivated and experienced Expert-level Program Manager to join our team of passionate individuals.  In this role you will support challenging, mission-critical projects that make a direct impact on the U.S Air Force’ Air Combat Command (ACC) Intelligence, Surveillance, & Reconnaissance (ISR) Enterprise. The Program Manager leads the delivery of multi-disciplined ISR expertise, services, and support to analyze emerging threats and provide capabilities to combat these threats.  These activities include analysis and assessment support, training support, and a wide range of intelligence support functions at both steady-state and contingency locations worldwide.

This role requires executive-level leadership, strategic planning expertise, and deep ISR domain knowledge to ensure mission success across joint warfighting environments.

Essential Responsibilities:

  • Manages project operations to ensure production schedules are met, system resources are utilized effectively, and proper relationships are established between customers.
  • Responsible for cost, schedule, performance, quality assurance, and risk identification / mitigation on projects including but not limited to systems, tools, equipment, software, facilities, and other activities.  Tracks performance standards, reports deliverable status and achievements, and supports resolution of issues, defects, and non-conformities.
  • Serves as on-site manager and primary local point-of-contact with government stakeholders at mission sites, including developing a local customer engagement strategy, coordinating resolutions to production-related problems, and communicating new customer requirements to the Contractor Program Manager.

Work Environment, Physical Demands, and Mental Demands: The position supports sensitive ISR operations and demands strict adherence to IC analytic standards, information security requirements, and professional ethics.

Minimum Requirements (Knowledge, Skills, and Abilities):

  • In-depth knowledge and understanding of Program Management principles including project planning, execution, risk/issue identification and mitigation and cost, schedule and performance monitoring and reporting.
  • Demonstrated understanding of Air Force & Intelligence Community ISR mission, analytic processes and tradecraft.
  • Extensive knowledge of multi-disciplined ISR Operations (SIGINT, GEOINT, Cyber, etc.)
  • Deep understanding of Air Force and Joint intelligence production processes and dissemination standards
  • Proven ability to lead large, complex intelligence programs and cross-functional teams
  • Extensive experience in providing strategic guidance and technical expertise to senior Air Force leaders and policy makers (General Officer/SES-level)

Additional Requirements:

  • Willingness to comply with all DoD, Air Force, and Intelligence Community policies and conduct standards.
  • Ability to complete and maintain required training throughout contract performance.
  • Availability for CONUS and OCONUS support as mission requirements dictate.
  • Contractor responsible for maintaining required qualifications and certifications unless Government-directed.
  • Ability to obtain and maintain required program, system, and facility access.

Security Clearance Required:  

  • TS/SCI eligibility.

Minimum Education:  

  • Master’s degree or a Bachelor’s degree with an additional five years of relevant expert-level experience (for a total of 20 years’ experience in lieu of a Master’s degree).

Minimum Years of Experience:

  • 15 years of relevant ISR project or program management experience with at least a portion of the experience within the past two (2) years.

Preferred Qualifications:

  • Project Management Professional (PMP) or Certified Associate in Project Management (CAPM)
  • Prior experience supporting DoD, Air Force, Combatant Commands, or IC organizations.
  • Prior Air Force Distributed Common Ground System (DCGS), Air Operations Center (AOC), targeting, or cryptologic operations experience.
  • Prior experience interfacing with Combatant Commands, IC agencies, or senior defense leadership
