Purpose and Impact:

This position is contingent upon award of contract, business needs, and funding availability.  We are seeking an Expert-Level Intelligence Program Manager to lead Intelligence Community Information Technology Enterprise (IC ITE) ISR, and weapons/tactics program execution supporting the 55th Wing mission. The 55th Wing delivers worldwide intelligence, surveillance, reconnaissance, electronic attack, and treaty verification capabilities, requiring integrated leadership across cloud-based intelligence systems, airborne ISR platforms, and enterprise analytics.

This role requires executive-level leadership, strategic planning expertise, and deep ISR domain knowledge to ensure mission success across joint warfighting environments.  The selected candidate will oversee complex intelligence programs, ensure successful IC ITE cloud integration, and lead multi-discipline ISR operations supporting national and combatant command priorities.

Essential Responsibilities:

  • Manages project operations to ensure production schedules are met, system resources are utilized effectively, and proper relationships are established between customers.
  • Provide technical and programmatic oversight of IC ITE initiatives supporting 16 AF/A6O and the 55th Wing.
  • Lead integration and sustainment of Commercial Cloud Enterprise (C2E) and IC GovCloud across NIPR, SIPR, and JWICS domains
  • Oversee cloud system administration, architecture, and service delivery across multi-vendor environments (AWS, Azure, Google Cloud, Oracle, IBM).
  • Ensure compliance with DoD 8140 workforce requirements (System Administrator and cybersecurity roles).
  • Lead modernization initiatives supporting ISR and IC ITE capabilities, including system architecture development, integration of new ISR sensors and technologies and data link and network modernization (COTS/GOTS solutions)
  • Develop innovative workflows, TTPs, and cloud-based architectures to support mission needs
  • Oversee implementation of DevSecOps pipelines supporting continuous integration and delivery, automated testing and deployment and secure cross-domain data flows
  • Direct enterprise cybersecurity and RMF activities in accordance with ICD 503, DoD Risk Management Framework (RMF), and Zero-Trust architecture
  • Manage weapons and tactics programs aligned with ACC and 55th Wing requirements.

Work Environment, Physical Demands, and Mental Demands: The position supports sensitive ISR operations and demands strict adherence to IC analytic standards, information security requirements, and professional ethics.

Minimum Requirements (Knowledge, Skills, and Abilities):

  • In-depth knowledge and understanding of Program Management principles including project planning, execution, risk/issue identification and mitigation and cost, schedule and performance monitoring and reporting.
  • Extensive experience with ISR systems, IC ITE or cloud-based intelligence architectures
  • Advanced expertise in ISR Operations and multi-disciplined intelligence integration
  • Demonstrated understanding of Air Force & Intelligence Community ISR mission, analytic processes and tradecraft.
  • Proven ability to lead large, complex intelligence programs and cross-functional teams
  • Extensive experience in providing strategic guidance and technical expertise to senior Air Force leaders and policy makers (General Officer/SES-level)

Additional Requirements:

  • Willingness to comply with all DoD, Air Force, and Intelligence Community policies and conduct standards.
  • Ability to complete and maintain required training throughout contract performance.
  • Availability for CONUS and OCONUS support as mission requirements dictate.
  • Contractor responsible for maintaining required qualifications and certifications unless Government-directed.
  • Ability to obtain and maintain required program, system, and facility access.

Security Clearance Required:  

  • TS/SCI eligibility with a favorable Tier 5 (T5) investigation and successful completion of a CI-scope polygraph examination.

Minimum Education:  

  • Master’s degree or a Bachelor’s degree with an additional five years of relevant expert-level experience (for a total of 20 years’ experience in lieu of a Master’s degree).

Minimum Years of Experience:

  • 15 years of relevant ISR project or program management experience including leading large-scale intelligence or IT programs, with at least a portion of the experience within the past two (2) years.

Preferred Qualifications:

  • Project Management Professional (PMP) or Certified Associate in Project Management (CAPM)
  • Prior experience supporting 55th Wing ISR Operations or RC-135 mission sets
  • Prior experience supporting DoD, Air Force, Combatant Commands, or IC organizations.
  • Prior experience interfacing with Combatant Commands, IC agencies, or senior defense leadership
