Amentum acts as the Technical Advisor to PEJ Sp z o.o. (PEJ), which is the state-owned entity responsible for delivering Poland’s nuclear power programme.  The Technical Advisor’s role is that of an “Owner’s Engineer”, which is not involved directly in any NPP design or construction activity, but rather acts as an advocate for the Client, applying technical due diligence to all aspects of the process, along with supply chain and contract management support for plant and equipment vendors engaged by the Client.  The Technical Advisor fulfils this function through the delivery of engineering and technical packages of work (referred to as Service Authorisations) which require the development, approval, implementation and reporting of a diverse range of engineering and technical methods by suitably qualified and experienced team members.

Key Accountabilities And Responsibilities

As the Senior Project Controls Manager, the role requires you to show experience in direction, delivery performance, leadership, excellent communication skills combined with being a team player. This role requires mature Client interface and stake holder management skills, including working in an integrated manner to ensure the Developer is supported to become a Nuclear New Build organisation ready to deliver the Nuclear New Build facilities in Poland.  

The Senior Project Controls Manager Is Accountable For:

Ensuring delivery of ESH performance in accordance with the requirements of SQESH policy and ESH management systems within all areas of this role’s responsibility.  
Provide required support to Project Director, PMO Manager and other functional leads on project.  


The Senior Project Controls Manager Is Responsible For:

Reporting  

  • Set and lead the vision for reporting requirements for the programme, ensuring that the right tools, techniques and systems are utilised, and subsequent training and development is available to meet requirements.  

  • Establish and manage the production of project reports, providing support to the Poland Project Director and or PMO Manager as required, with a focus on standardisation of reporting for all project areas and functions.  

  • Establish and maintain reporting calendar, including required daily, weekly and monthly reports.  

  • Support in the establishment of project reports and reporting calendars, including liaison with internal and external project stakeholders to capture reporting requirements.  

Estimating   

  • Manage the 3-point estimating function by utilising resource from the Amentum central estimating team,  

  • liaise with Head of estimating assuring estimating plans are developed with agreed date and deliverables.

  • Ensure the project controls team supports the estimating function. Ensure that the project estimate is fit for purpose, prepared within the relevant OP’s and conforms with the relevant benchmark data where available.  

  • Support the Developer in the establishment of robust and accurate project estimates and undertake scrutiny and reviews of contractor estimates as required.  

Cost Control

  • Ensure that the project cost report is current and accurate and properly reflects the overall cost of the project.  

  • Ensure that trend recognition is in place and is used to support accurate and timely forecasting.  

  • Support the Developer in the establishment of robust and accurate project cost control and undertake scrutiny and reviews of contractor cost submissions as required.  

Planning  

  • Support that detailed plans for the execution of the current phase and outline plan for future phases are in place in accordance with procedures and work instructions; including the authorised WBS structure and have buy-in and commitment of the project team.   

  • Support an environment that is schedule focussed and where the delivery schedule is respected by the project team.  

  • Ensure that the project schedule is fit for purpose and that the critical and sub-critical paths are well supported and have been optimised for project execution.  

  • Ensure that trend recognition is in place and is used to support accurate forecasting  

  • Scrutiny and reviews of contractor schedules if required.  


Risk 

  • Ensure the project has an appropriate risk register and mitigation plan.  

  • Liaise with the PMO Manager to gain department support to facilitate monthly risk workshops.  

  • Ensure that projects are closing out risks and introducing new risks as appropriate.  

  • Support the promotion of the risk management process within the project and educate the project team in ensuring that the output and implications are understood. 


Contract Interface Requirements 

  • Ensure that standard Programme Office and Project Controls business requirements are understood, met and embedded for Client, Amentum, Contractor and Sub-Contractors and other stakeholders. 

  • Support the Developer in the establishment of robust and accurate contractor Programme Office and Project Controls requirements, ensure these requirements are embedded in contracts, and undertake scrutiny and reviews of contractor arrangements to ensure compliance as required.

Programme Office/Project Controls  

  • Support PMO Manager in setting and leading the vision for PMO and Project Controls requirements for the project, ensuring that the right tools, techniques and systems are utilised, and subsequent training and development is available to meet requirements.  

  • Support PMO Manager in create and embed a professional PMO delivery environment, including governance and assurance arrangements, to ensure Developer, Amentum and contractors are appraised of requirements and are compliant with these requirements.  

  • Support in establishing consistent Programme and Project Management tools, systems and procedures, develop and deliver required training, and ensure project wide compliance.  

  • Provide professional support to/develop Project Controls resources, including support to Developer resources as required.  

  • Support Clients in Project Controls related matters.

  • Ensure Programme, Project and Project Controls requirements are embedded in contractor contracts and ensure compliance with these requirements.  

Requirements

  • General engineering, technical or business qualification, graduate level or equivalent 

  • Project Controls experience in an engineering, technical or business project or programme environment

  • Knowledge of Project Controls process and techniques

  • Strong communication and interpersonal skills: ability to communicate effectively with diverse stakeholders

  • Operating knowledge of standard Microsoft IT packages

  • Applications should have excellent interpersonal and communication skills and the ability to work in project teams

  • Ability to obtain an SC security clearance

  • APM or PMO qualifications and a desire to progress in there

  • Experience in Earned Value Management
