The Construction Surveillance Technician is responsible for:

  • Provide security related expertise to the Site Security Coordinator (SSC) and authority teams to develop facility completion.

  • Performs access control functions when directed.

  • Inspects secure construction material.

  • Conduct periodic security inspections for the duration of the project to ensure compliance with the CSP.

  • Perform Audit /Analysis/Interpretation of IFC construction drawings and specifications to identify security vulnerabilities (technical, physical) and associated threats to vulnerabilities associated with Intelligence Community Directive 705 (ICD 705).

  • Perform in-depth investigations to anomalies associated with all 50 construction divisions which pose significant threat to US Government mission and provide tactics to resolution.

  • Observes all construction and construction workers to concurrently apply counterintelligence surveillance strategy and observation simultaneously.

  • Provides critical advanced technical knowledge in support of unique security requirements inherent in US TOP SECRET Secure Compartmentalized Information Facility (SCIF) operations including sound attenuation, electric circuitry isolation and noise spillage, electromagnetic emission attenuation and provide tactics to resolution of substandard construction (in all 50 Divisions).

Technical Description/Skills

Has expertise in:

  • All aspects of ICD 705 construction and understands the inner workings of decisions and considerations.

  • Shall demonstrate an ongoing awareness and knowledge of and ability/processes to apply all applicable guidance and regulations related to performance while ensuring no delay or lapse in contract performance.

  • Appling knowledge of all 50 standard construction divisions and security requirements and standards with technical threats posed by foreign intelligence services to mitigate threats to satisfaction of US Government. Each construction method (major and minor, multiple person teams to single persons) introduces opportunities to technical threat.

  • Technical surveillance techniques and procedures.

  • Foreign intelligence operations, counter-intelligence devices, and the associated security techniques.

  • Threats of the area and provide expertise with regards to construction alternatives to ensure the delivery of the facility.

  • US government security policies, directives, and standards

  • Access Control design and set up.

  • Inspection techniques and methodologies

  • Secure Logistics of Materials

  • Technical Surveillance of Personnel

  • Conducting inspection of completed work.

  • Interpreting construction drawings and specifications

  • MEP (Mechanical, Electrical, and Plumbing) Installation

  • Telecommunications Installation

  • Foundations and Concrete, Structural Steel and Welding, & Finishing Work and Wall Construction

  • Exercise knowledge of TEMPEST construction principles and make recommendations to the SAO and CTTA applying mitigation requirements for countermeasures.

  • Drafting Construction Site Security plans, Accreditation Support Plans, Transportation Security Plans and Pre-Construction checklists.

  • Conducting project design reviews

  • Conducting sound testing for STC rated structures.

  • EU manufacturers, observing manufacturing/procedures (rebar, HVAC, lights, doors, windows, concrete, etc), and escorting/transporting from multiple EU manufacturers to the SSAs.

  • Operating X-ray machines and metal detectors, as well as providing all health and safety documentation and certifications.

  • Expertise in Technical Surveillance Countermeasures, PHOTO Intelligence (PHOTOINT), Imagery intelligence (IMINT) techniques and construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.

  • Expertise in technical surveillance techniques and procedures and knowledge of foreign intelligence and counterintelligence devices and techniques.

  • Experience/knowledge with telecommunication systems/wiring/splicing/patching/switching and how telecommunication wiring and devices provide a path for listening devices and potential power source for clandestine devices.

  • Understands and can assess construction terminology, procedures and practices.

  • Understands and can assess industrial or government security requirements.

  • Understands and can assess static security techniques and procedures.

  • Understands and can put into practice the interpretation of blueprints and technical specifications.

  • Understands and can put into practice construction security surveillance techniques, vehicle search techniques and personnel search techniques.

  • Understands and can assess security practices/procedures for various levels of security.

  • Can produce written reports or document activities/processes, investigations/anomalies/deficiencies, incidents, etc.

  • Understands and can assess methods used to place technical penetrations or unauthorized materials.

  • Understands technical security devices, systems and other monitoring devices.

  • Can report suspicious behavior/anomalies through various communication mediums (i.e. reports, emails, face-to-face, etc.).

  • Has a working knowledge of construction safety.

Required Training/Certifications:

  • CST Certification course (40 hrs.) within the last 5 years.

  • Must have TS/SCI eligibility.

Education Requirements:

  • Bachelor’s degree plus 4 years of specialized experience

  • High School Diploma with 8 years of specialized experience

Desired Experience/Training:

  • SSM Certification course (20 hrs.) within the last 5 years.

  • Demonstrable in-depth knowledge of the ICD-705 and applicable SCIF/SAPF standards, specifically for Chapter 4 projects.

  • Experience with the German SOFA process.

  • TSCM Training and equipment familiarization.

  • Acoustic/sound testing experience

  • Experience in professional/technical communication through various mediums (i.e. email, memorandums, management reports, etc.).
