The Container Management Supervisor supervises work activities of Container Management personnel engaged in the movement, inspection, certification and maintenance of all containers. Is identified as the Site Level Container Control Officer (CCO) at the identified site. Responsible for ensuring all subordinates within his/her department are fully and effectively trained in all aspects of Container Management per the Defense Transportation Regulation (DTR), DOD R 4500.9R, DAFI 24-602, V2 and the USCENTCOM Letter of Instruction (LOI). Directly monitors and is responsible for all required entries in the Joint Container Management (JCM) system as identified in the USCENTCOM LOI. Monitors operations of the Cargo Movement Operating System (CMOS), Global Air Transportation Execution System (GATES), Global Transportation Network (GTN) and web-based tracking systems to ensure In-transit Visibility (ITV) within the Defense Transportation System (DTS). Required to obtain access to the Business Support and Container Management application on SDDCs Electronic Transportation Acquisition (TEAMS) portal which gives access to the Pipeline Asset Tool (PAT) and Joint Container Management System (JCM) system. Ensures compliance with Performance Work Statement (PWS) and Amentum ISO 9001 Quality Management System (QMS).

Principal Accountabilities

  • Is identified as the Site Container Control Officer (CCO) for that specific site.
  • Establishes local procedures for the effective use of containers to maintain 100% positive control of all containers at the identified site.
  • Completes monthly inventories in JCM by the 30th of each month, accomplished at a rate of 25% of inventory each week.
  • Receive/Ship all containers in JCM within 12 hours of receipt of departure.
  • Reports all lost, damaged, destroyed and modified containers to the CCA and PSO Traffic Manager within 12 hours of discovery.
  • Responsible for ensuring that the Container/Flat rack Serviceability Report is prepared and forwarded to the PSO Traffic Manager by the 30th day of each month.
  • Must enroll in and successfully complete the Ammo-43 Distance Learning Course for Intermodal Dry Cargo Container/CSC Re-inspection course. Complete the CSC Re-inspection course when required.
  • Schedules and assigns work priorities based on day-to-day Container Management Operations in all matters concerning container management at his/her specific site.
  • Reviews all inspection/maintenance documentation for container management, ensuring accuracy and compliance with the governing regulations.
  • Provides training and supervision for personnel using automated computer systems and programs to process container management information.
  • Develops work standards for subordinates.
  • Identifies training deficiencies and Conducts On-the-job Training as required.
  • Implements, documents and controls quality, training, environment and safety programs.
  • Maintains publications, forms and files required for container management operations. Compiles data and submits reports as required.
  • May be required to assist TMO as needed.
  • Performs other duties as assigned.
  • Will be required to wear proper Personal Protective Equipment (PPE) according to prescribed procedures and as required for task being performed.

Minimum Requirements

  • Minimum of six years' experience in Traffic Management (TM) or associate degree in a related field.
  • Work experience in freight acceptance, preparation, processing, inspection, documentation and handling procedures is required.
  • Must be proficient in using personal computers and Windows Operating System and Microsoft Office to include as a minimum Power Point, Excel and Word programs.
  • Must be computer literate and be able to operate software programs relating to Traffic/Container Management Operations/office administration, including but not limited to JCM, CMOS, GATEs, IGC, and MS Office products.
  • Must possess a valid home country driver's license and ability to obtain host nation driver's license.
  • High School diploma or equivalent required.
  • Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.
  • Physically capable of performing all required duties; capable of lifting/pushing/pulling minimum of 50 lbs.
  • Ability to travel domestically and internationally.

Preferred Qualifications

  • Experienced in palletizing cargo on single, multiple/married 463L pallets using site and top nets, straps, chains and devices for restraint is preferred.
  • Qualification in the operation of a Container Handler vehicle for the safe handling of all containers preferred if not available must be able to obtain upon selection.
