The Continental Hazardous Cargo Supervisor is the deployed regulatory specialist responsible for the safe and proper shipment of all dangerous goods moving under United States Antarctic Program (USAP) transportation control. The Continental Hazardous Cargo Supervisor will apply for packaging waivers and interim hazard class designations with government regulators including the Air Force Material Command (AFMC) and the Department of Transportation (DOT) during TDY periods. The Continental Hazardous Cargo Supervisor will be the primary certification trainer and provides site-specific dangerous goods transportation safety training for the Unites States Antarctic Program for continental staff.

Position Responsibilities (not all inclusive):

• Responsible for maintaining a safe workplace program and ensuring safety is the highest priority in the workplace
• Designated as the regulatory subject matter expert for the shipment of dangerous goods, including the completion of all Shippers’ Declaration for Dangerous Goods forms, for ASC, the US Antarctic Program and all other agencies and foreign countries shipping hazmat on USAP logistical assets
• Acts as agent for ASC/US Antarctic Program to ensure compliance with all Dangerous Goods Transportation regulations including Title 49, US Code of Federal Regulations (49 CFR), International Air Transportation Association/International Civil Aviation Organization (IATA/ICAO) Dangerous Goods Regulations, International Maritime Dangerous Goods Code (IMDG), and Air Force Inter-service Manual (AFMAN) 24-604
• Is the quality assurance expert for all activities related to dangerous goods, and supervises the Hazardous Cargo Specialist
• Develops and conducts all hazardous material identification and certification training courses during the contracted season on AFMAN 24-604, IATA/ICAO, IMDG, 49 CFR and the USAP Airlift of Dangerous Goods Manual for USAP personnel (TL-MAN-0011), including McMurdo, South Pole and near/deep field camps, as well as ASC work centers who are involved in the safe transport of hazardous materials (e.g. MCM Fire Dept), unless commercial training venues are more cost effective. Training must meet requirements of §172.704 as related to §171.1.
• Responsible for accurate record keeping in accordance with §172.704(d) and §178.2(c) of 49 CFR
• Acts as the regulatory specialist and final authority for conflicts within the USAP (On-Continent Only) regarding shipment of dangerous goods
• Advises Management on potential issues concerning the shipment of dangerous goods and provides guidance as required
• Evaluates and ensures dangerous goods are packaged according to applicable regulations for dangerous goods movement, all modes for McMurdo and South Pole.
• Coordinates and oversees the packaging and certification of all dangerous goods generated at McMurdo Station, for transport via All Modes
• Researches and responds to inquiries from any Antarctic Research Program regarding rules and regulations dealing with the transportation of dangerous goods through McMurdo Station.
• Ability to communicate technical information to non-technical personnel
• Provides assistance to all grantees and other agencies in the processing of their dangerous goods
• Coordinates with Fixed Wing and field camp staff planning personnel regarding the retrograde of dangerous goods from field camps and provides on-site guidance when requested
• Must assist in other general Logistics duties as needed, including report generation, shipping receiving functions for all of T&L.
• Responsible for the inventory, and consumption of packaging supplies and regulatory manuals for all stations and ports during contracted season
• Interacts with NSF, military, freight-forwarders and other agency officials and ASC work centers in a professional and tactful manner
• Performs other duties as required
• TDY Duties (Part Time)
  • Requests packaging waivers and Interim Hazard Classification letters directly from AFMC and DOT and ensures timely compliance within established customer metric timelines. Ensures consistent compliance with DOT-SP 9198 requirements within department as well as for civil contracted aircraft company to maintain NSF’s grantee status to this special permit
  • Maintains the USAP Airlift of Hazardous Material Manual, the USAP HAZMAT Waiver Procurement for Air-Shipped Cargo, and the USAP Requirements for Shipment of Explosives. This includes publishing proper technical revisions and creating new documentation when needed, and making appropriate distributions of the paper and electronic copies 
  • Maintains current certifications in AFMAN 24-604, IATA/ICAO, IMDG and 49 CFR, and monitors and distributes regulatory updates as they are issued during contracted season
  • Reviews all Support Information Packages (SIP) for dangerous goods and provides information as required to all USAP terminals’ planning personnel for shipment to Antarctica 
  • Makes recommendations for dangerous goods handling and movement policy for the USAP Packaging and Shipping Instruction and relays such at meetings with NSF and other agencies
  • Assist in ordering packaging supplies and regulatory manuals
  • Assist in hiring of Hazardous Cargo Specialist Position
  • Assist T&L with general planning of upcoming science season and coordination of activities

Required Education, Experience, Certificates and Licenses:

• High School Diploma or GED
• At least four years’ shipping and/or packaging experience in the dangerous goods transportation industry
• At least four years’ supervisory experience

Expected Skills and Competencies: 

• Certification of training in the safe transport of Dangerous Goods related to DOT 49 CFR, IATA/ICAO, IMDG and AFMAN-24-604
• Certification of training in Lithium Batteries, Radioactive Materials, and Explosives                

Preferred:

• Bachelor’s degree in Transportation or Logistics
• Training as technical instructor in Dangerous Goods transportation  
• Prior experience completing surface vessel dangerous goods stowage plans

Physical and/or Other Requirements: 

• Willingness and ability to deploy to Antarctica for extended periods  

• Successful completion of Medical and Dental examinations required by the NSF for deployment to Antarctica 

• Successful completion of drug screening and background check required by employer 

• Successful completion of Federal Background Check required by the NSF 

• Must be willing and able to lift and move items, parts, assemblies, and equipment up to the safety regulation maximum as required by the position.  

• Must be willing and able to perform physical activities including heavy lifting, climbing in and out of equipment, crawling, and working outdoors in extreme cold as required by the position.  

• Must participate in community programs, such as “house-mouse” (chores), “daisy-picking” (cleaning-up around the station), recycling efforts & safety objectives.  

• Valid Driver’s License issued in the United States 

• Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.
