As DoD’s CWMD coordinating authority and mission advocate, the SOCOM J10 provides department-wide situational awareness of CWMD issues; provides recommendations to shape priorities, inform policy, enhance activities, and identify gaps and seams for capability/resource allocation to further campaign objectivities for DoD; facilitate coordination between DoD and our interagency and intelligence community partners through OSD and the Joint Staff; and integrate international allies and partners into CWMD planning efforts with and through the GCCs. The Contractor shall provide support including:

MAJOR RESPONSIBILITIES/DUTIES/TASKS

• Assist the Operational Planning Team (OPT) in the development and coordination of plans and courses of action to support operations to control, defeat, disable, and dispose of WMD in support of the DoD 2060.02.

• Provide support to USSOCOM in communications planning as part of CWMD plans.

• Build content and structure for a portion of the releasable SIE Strategic Plan that supports the new CWMD planning and synchronization mission.

• Review internal and external CWMD policy, strategy, and doctrine documents (e.g. DoD CIO, Defense Information Systems Agency, Joint Staff, USSOCOM, etc.) to ensure that USSOCOM J6/CIO policy, strategy, and doctrine documents are in compliance.

• Draft SIE policies based on the CWMD synchronization mission.

• Assist in drafting goals and objectives that integrate organization and Major Command CWMD Cell C4I objectives

• Present analysis results in written and or verbal format for review and decision making by proper USSOCOM CWMD Cell authorities.

• Assist in developing CWMD policies and procedures

• Develop and maintain an electronic resource, to include key points of contact, to be used for mission continuity that may be accessed by all stakeholders.

• Administer message traffic, publications, and Joint Training Information Management System (JTIMS)

Education/Experience:

  • 6 years CWMD planning experience in a DoD Joint organization

OR

  • 6 years CWMD planning in Inter-Agency equivalent (CIA, FBI, DoS, DHS) (within the last 10 years)

  • Graduate of a Joint CWMD Planning School (e.g. Joint Advanced Warfighting School)

OR

  • JOPES certified

  • Joint Training Information Management System (JTIMS) certified

  • TS/SCI Required.

Preferred candidates will have:

  • Having experience working by, with, and through the interagency from a DoD perspective is valued, but not necessary.

  • Having experience in a position that focuses on either Russia, China, North Korea, or Iran is preferred but not necessary
