Purpose and Scope: 

The FSE Superintendent supervises and performs periodic maintenance, reconstitution, storage, and deployment of Fuels assets in accordance applicable USAF requirements. Implements procedures to enhance operational efficiency and customer satisfaction. Ensures compliance with Performance Work Statement (PWS) and ISO 9001:2015 Quality Management System (QMS).

Essential Responsibilities:

  • Ensures compliance with all standard operating procedures, work instructions, USAF Technical Orders, industrial safety, and environmental policies.

  • Performs scheduled and unscheduled inspections of Fuels workshops and work areas to ensure that all shop work is performed safely and in accordance with applicable directives.

  • Repairs, inspects, cleans, operates, maintains, and reconstitutes Fuels assets/equipment to a serviceable condition in accordance with applicable guidance.

  • Performs inspections on newly received and returned deployed assets.

  • Schedules and coordinates with the Work Control all shop work assignment.

  • Instructs and trains personnel in maintenance repair techniques, inspects their work performance, identifies training requirements, and documents training records.

  • Conducts training on quality assurance, safety, Material Safety Data Sheets, security awareness and other subjects in accordance with appropriate plans.

  • Reviews and verifies all Fuels asset status.

  • Identifies asset deficiencies and submits Product Quality Deficiency Reports, as required.

  • Submits Self Inspection Form, (SIF) detailing inspection findings as required.

  • Maintains accountability of all OEL and Non-OEL assets.

  • Assigns and directs all shop work on Fuels to achieve maximum efficiency and productivity.

  • Supervises and performs troubleshooting and repair of Fuels equipment.

  • Conducts administrative requirements related to maintenance and repair of Fuels assets.

  • Directs and performs parts and supplies research and ordering.

  • Provides training in areas of maintenance, safety, security, quality, environmental concerns and other areas required by the PWS.

  • Supervises and performs preparation of Fuels assets for land, sea or air shipments according to established procedures.

  • Performs all other tasks, duties and TDY travel as directed by management.

  • Performs other duties as assigned.

Minimum Position Knowledge, Skills, and Abilities Required:

  • High School diploma or GED

  • Must have outstanding customer service and organizational skills

  • Ability to read and comprehend all required publications required.

  • Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum Power Point, Excel and Word programs.

  • Must possess a valid home country driver’s license and ability to obtain host nation driver’s license.

  • May be required to operate material handling and light to heavy military type vehicles/equipment

  • Contract Requirements in accordance with Appendix J:

  • Must be eligible to obtain and maintain a US Secret Security Clearance

  • Completed Fuels Apprentice Course (J3ABR2F031 00AB), military service or commercial equivalent 

  • Completed FORCE Course (J3AZR2F051 05AB) or 10 years’ experience.

    • Government will schedule attendance at FORCE Course within 12 months of employment, if necessary

  • Complete Cyro Maintainer Course (J3AZR2F051 04AA), or military or commercial

    equivalent, or 5 years’ experience.

  • 3 years’ experience operations and maintenance experience on military or commercial

    refueling equipment

  • Certification: National Petroleum Management Association Certified Petroleum Specialist (CPS) or equivalent certification is acceptable in place of fuels apprentice training and experience requirements.

Work Environment, Physical Demands, and Mental Demands:

  • OCONUS: Living and working conditions at the assignment location could be remote and uncomfortable. Long hours, exposure to weather and hazardous conditions.

  • Ability to travel domestically and internationally.

  • Works in normal office and maintenance shop or warehouse environment and may be required to work outdoors for extended periods.

  • Will be required to wear proper Personal Protective Equipment (PPE) according to prescribed procedures and as required for task being performed.

  • Physically capable of performing all required duties; capable of lifting/pushing/pulling minimum of 50 lbs.
