The Fuels Superintendent/POL Distribution Manager manages all aspects of the site's Fuels program. Supervises personnel involved in the periodic maintenance, reconstitution, preservation, storage and deployment of all USAF Fuels Handling Equipment (FHE) and vehicle assets IAW applicable USAF mandatory requirements. Ensures compliance with the Performance Work Statement (PWS) and applicable USAF requirements. Works with the Fuels Functional Manager with developing plans and implements procedures to enhance operational efficiency and customer satisfaction. Ensures compliance with Performance Work Statement (PWS) and Amentum ISO 9001 Quality Management System (QMS).

Principal Accountabilities:

  • Provides leadership and supervision to all Fuels employees.

  • Assigns Fuels work priorities.

  • Coordinates Fuels support requirements with management and other functional areas.

  • Reviews and implements Fuels reconstitution goals and ensures scheduled inspections are performed as required.

  • Compiles information and submits reports on Fuels asset status, inspections, inventory, reconstitution and storage.

  • Identifies asset deficiencies and submits Product Quality Deficiency Reports (PQDRs) as required.

  • Participates in Quality Corrective Action Working Groups (CAWG) to develop a Corrective/Preventive Action for both negative internal and external audits and update QMS accordingly.

  • Submits Periodic Maintenance Inspection, Reconstitution and man-hour data as required.

  • Accountable for the accuracy of timesheets and ensures overtime is warranted prior to approval.

  • Ensures the review and verification of all technical inspections and functional checks are in compliance with all applicable technical data and work instructions, prior to shipping Fuels assets.

  • Ensures employee performance evaluations are conducted as required within the suspense timeframes.

  • Ensures Fuels training is adequate for task requirements and update training records as required.

  • Reviews all parts and material requirements for accuracy and track to ensure they are received in a timely manner.

  • Account for all bulk fuel utilized for site generator/vehicle operations.

  • Review, validate and approve all monthly USG submitted fuels receipts.

  • Performs other duties, tasks and TDY travel as directed by management.

  • Performs other duties as assigned.

  • Works in normal office and maintenance shop or warehouse environment and may be required to work outdoors for extended periods.

Minimum Requirements:

  • Five years (5) USAF or US Service equivalent supervisory experience is required.

  • Must be familiar with USAF 2F0X1 2F071 or US Service equivalent Fuels operations.

  • Must possess a valid U.S. driver's license and ability to obtain host nation driver's license.

  • Must have a valid U.S. passport valid for at least 18 months.

  • Will be required to wear proper Personal Protective Equipment (PPE) according to prescribed procedures and as required for task being performed.

  • May be exposed to extreme noise from operating equipment.

  • Physically capable of performing all required duties; capable of lifting/pushing/pulling minimum of 50 lbs.

  • Ability to travel domestically and internationally.

  • Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum Power Point, Excel and Word programs.

Clearance Requirement:

  • Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain Secret Clearance.

Preferred Qualifications:

  • Experience supervising a diverse international workforce is desired.

  • Ten years USAF or US service equivalent supervisory experience is preferred 2F071 2W151

  • Fuels Fixed Facilities

  • Refueling Maintenance experience desired.

  • Completed FORCE Course (J3AZR2F051 05AB) or 5 years’ experience.
  • Fuels Apprentice Course (J3ABR2F031 00AB) or US Service equivalent desired.
  • Fuels Operational Readiness Capability Equipment (FORCE)
  • FORCE Course (J3AZR2F051 05AB) Certificate or experience desired. If certificate not already obtained, will attend FORCE Course within 12 months of employment.
  • Certification: National Petroleum Management Association Certified Petroleum Specialist (CPs) or equivalent certification is acceptable in place of fuels apprentice training and requirements. 

Work Environment, Physical Demands, and Mental Demands:

Primary functions require the physical ability and mobility to repeatedly work overhead, kneel, crawl, push, pull and climb equipment as required by task. Ability to frequently lift 50 to 75 pounds.  Exposed to various weather conditions (hot, rain, snow) and ability to stand for long periods of time.  Regularly exposed to hazards such as noise, fumes, moving equipment, liquids and lubricants.  Requires constant use of speech/hearing abilities for communication, constant mental alertness, and must be able to work under deadlines.  Constant attention to detail in high traffic areas or working in tight, close spaces.  Must be able to read/write/speak English.
