ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

The Department of Justice’s International Criminal Investigative Training Assistance Program (DOJ/ICITAP), in partnership with the Department of Homeland Security’s Transportation Security Agency (DHS/TSA) is implementing the Global Bolstering Aviation Security program, to improve aviation security (AVSEC) globally and secure international trade and travel routes from exploitation by terrorist or illicit actors.

Amentum is currently seeking a qualified candidate to serve as a Program Advisor. The Program Advisor will assist with training preparation and delivery, ongoing partner country support, high level engagement with specific points of contact, and the organization and execution of training. 

JOB DUTIES AND RESPONSIBILITIES:  

  • Line of Effort 1: Explosive trace detection (ETD)
    • System audit and restoration (determines state of current ETDs to inform a maintenance plan)
    • Work with the Somalis to make a maintenance support plan
    • Technician training program (create cadre of local maintenance)
    • Renew ETDs licenses and purchase consumables

  • Line of Effort 2: Computer-Based training (CBT)
    • Renew expired CBT softer licenses and update the learning content to align with updated ICAO and TSA training modules
    • Train instructors on CBT utilization & reporting

REQUIRED SKILLS AND QUALIFICATIONS:  

  • Minimum of Bachelor’s degree from an accredited institution in international relations, law enforcement, security studies, public policy or related field; preferred Master’s degree.
  • Demonstrated ability to liaise effectively with partner governments, foreign officials, and international organizations.
  • Ten years of experience assigned to an accredited federal, state or municipal law enforcement agency as a sworn law enforcement officer or agent (or comparable law-enforcement aviation background).
  • Ten years of professional experience in aviation security operations, assessments, or enforcement.
  • Demonstrated experience conducting aviation security risk assessments in conflict-affected or high-threat environments.
  • Strong understanding of international civil aviation standards (ICAO, IATA) and their applicability in non-traditional or degraded environments.
  • Proven ability to analyze complex threat streams, with a focus on aviation threats and hostile actor exploitation of airfields or aviation logistics.
  • Experience preparing high quality written assessments, analytical products, and briefings for senior audiences with a focus on assessing current security capabilities, limitations, and gaps. 
  • Clearable:  Must be able to obtain and maintain a Public Trust Waiver US Government Clearance. Note: US Citizenship is required to obtain a Public Trust Waiver Clearance.

DESIRED QUALIFICATIONS:  

  • Familiarity with foreign assistance projects and USG processes to include interagency agreements
  • Experience engaging regional and international partners, including the United Nations
  • Experience with airport and aviation security equipment
  • Prior work experience in Somalia or the wider region of Sub-Saharan Africa
