The Nuclear Facility Manager is fully responsible for all execution activities for facilities turned over to Plant Operations. Nuclear Facility Manager II is senior line manager responsible for the overall safety and safe operation of the facility. All senior discipline managers such as Operations, Quality Assurance, Technical Support, Maintenance and Administration, as well as support function managers such as Health Protection, and Training are accountable to this position for the performance of their respective organizations support of facility activities. Ensures work executed by Operations staff is in accordance with Plant Operations and other applicable project procedures in accordance with policies and all applicable laws, regulations, Contract, Authorization Basis, and technical requirements.
This position shall be performed under the day-to-day direction, control, and supervision of WTCC
MAJOR RESPONSIBILITIES/DUTIES/TASKS
Establish performance standards and ensuring the facilities adherence to the standards.
Identify and correct operations performance deficiencies
Ensure configuration control is maintained.
Ensure facility compliance with DOE orders and requirements through implementation of WTP programs and procedures.
Coordinate communications with support organizations to effectively support the facilities mission.
Provide support to the Project’s overall budget and ensuring the facility adherence to budgetary constraints.
Perform observations and assessments to ensure activities are safely and correctly conducted.
Perform investigations following abnormal events to identify and correct the cause of the event.
Keep senior management informed of the operational status of the facilities.
Communicate directly with DOE to convey facility status and resolve issues in a timely manner.
Interface with senior management, regulators, stakeholders, and the DOE regarding plant operations planning and execution.
Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment

SUPERVISORY RESPONSIBILITIES
Establish of performance standards for adherence to those standards.
Establish standards for professional conduct, good watch standing practices, equipment monitoring and management responsibilities which are fundamental to operating the facilities which meets DOE expectations.
Manage care, custody, and control (work authorization) of systems, facilities, and areas turned over to Plant Operations
Approve, for issuance, training materials for qualifying operations personnel.
Approve, for issuance, procedures to accurately establish administrative, technical and response guidance for the overall safe operation of the facility.
Sets priorities and goals to ensure the efficient and effective use of resources
Determines reportability for issues/events related to systems, facilities, or areas turned over to Operations.
Support Facility Operations Manager (FOM) in selecting, training, and qualifying operations personnel; provide direct oversight / management of the FOM, Facility Managers, and Operations Drill / Event Investigations Manager.
Suspend any and all activities considered to be unsafe or in violation of approved procedures at the facility.
Ensure operability of safety-related controls including managing and prioritizing waivers for key defense in depth (DiD) structures, systems and components (SSCs) in support of DFLAW operation.
Approve for implementation, facility modifications and design changes approved by Plant Engineering.
Approve the restart of facility activities once the cause of cessation of those activities has been identified and corrected and the appropriate concurrences from senior management and DOE are received.
Authorized to order emergency actions to be taken to prevent or mitigate the release of radioactive or hazardous materials to employees, the public, or environment and to prevent equipment damage.
Education: Bachelor of Science degree in Engineering or a related science.
Experience: Has a minimum of 15 years related management and supervisory experience, at least 10 years of which are at the facility where the appointment is made or a similar high hazard chemical / nuclear facility. Has successfully completed the qualification program for the facility where the appointment is made or have plant/facility operational knowledge consistent with the requirements of the Nuclear Facility Manager's job. 4 Years of Nuclear facility experience required. (Nuclear Experience when used in reference to Nonreactor Nuclear Facilities, is experience acquired at any facility in which radioactive materials are routinely handled, stored, processed, or utilized. A Bachelor of Science (BS) may be substituted for up to 3 years of nuclear experience. Previous Vitrification Facility and DOE Facility Manager experience preferred.

Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.
This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.
Must be authorized to work and remain in the United States without Amentum visa sponsorship now or in the future.
Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge.)
