The Operations Manager will be based in Venezuela and serve the US Embassy Venezuela BLS Services contract in support of the U.S. Department of State. This position shall have the authority to commit the Contractor’s labor force and the use of resources (tools, materials, parts and other materials) to meet the overall requirements of the task order.  The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.

DUTIES:

  • Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.
  • Comply with all Environmental & Safety and Quality Assurance requirements and goals.  Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
  • Responsible for managing, monitoring and tracking services.
  • Responsible for allocating and managing staff resources according to changing needs
  • Identify problem areas and respond to mission requirements to perform task order requirements.
  • Plan and manage projects.
  • Control resources; monitor staff proficiency and qualifications; monitor the locations and activities of assets; and coordinate the flow of information to and from staff and USG representatives. 
  • Resolve issues.
  • Perform additional duties and projects assigned.

REQUIRED:

  • Minimum Acceptable Experience Level:
    • Fifteen (15) years’ support services and/or facilities management experience with a minimum of five (5) years of experience in managing such services to large facilities or operations.
  • Knowledge, Skills and Abilities
  • Demonstrated working knowledge of O&M activities for a comparable facility.
  • Demonstrated ability to lead and manage staff.
  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
  • Ability to work independently and handle multiple projects.
  • Cross-cultural sensitivity with an international perspective.
  • Excellent analytical, organizational, problem solving and time management skills.
  • Expert computer skills, specifically Microsoft Word and Excel.
  •  Ability to become an active and functioning member of a team.
  •  Ability to be innovative and be an agent for change.
  •  Good verbal and written communication skills to direct employees, prepare reports for upper management and facilitate/disseminate information.
  • Licenses and Certifications:  
    • Valid driver’s license from home of record.
  • Security Vetting:
    • Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain Secret Clearance.
  • Language Skills:
    • Satisfactory English proficiency to meet job requirements.
    • Proficiency in written and verbal Spanish language is an added advantage

Desired

  • Certified Professional Maintenance Manager (CPMM), or similar certification.
  • Relevant overseas facilities management experience.
  • Previous international experience and previous work experience in harsh environmental conditions.
  • Experience working with Contractor.
