Purpose and Impact:

This position is contingent upon award of contract, business needs, security clearance verification, and funding availability.  We are seeking a Mid-Level Operations Research Systems Analyst to support various locations. The ideal candidate will need to do the following.  Applies advanced operations research techniques, mathematical modeling, and systems analysis/systems engineering to optimize complex operational processes and support data-driven decision making within the intelligence enterprise. This position utilizes quantitative methods to analyze operational systems and develop solutions to multifaceted problems, translating complex analytical findings into actionable insights for leadership. The Operations Research Systems Analyst plays a critical role in enhancing operational efficiency and providing rigorous analytical support to strategic planning efforts across the JIOC.

Work Schedule: Standard 40-hour work week between 0600 and 1800, Monday through Friday. Ability to work shift work if necessary.

Essential Responsibilities:

  • Develop and apply mathematical models and optimization techniques to enhance intelligence operations.
  • Conduct systematic analyses of operational processes to identify inefficiencies and propose evidence-based solutions
  • Perform statistical analysis and design experiments to evaluate system performance and test operational hypotheses
  • Create discrete event simulations to model complex operational scenarios and evaluate potential courses of action
  • Apply decision analysis techniques to support risk assessment and strategic planning in uncertain environments
  • Develop and maintain metrics to track measures of performance (MOPs), measures of effectiveness (MOEs ), and key performance indicators (KPIs)
  • Design data collection plans that enable comprehensive evaluation of operational systems
  • Evaluate system performance against established metrics using rigorous quantitative methods
  • Prepare detailed analytical reports and visualizations that communicate complex findings to diverse stakeholders
  • Brief analytical results to senior leadership to facilitate data-driven decision making
  • Provide quantitative analysis support to operational planning teams and strategic initiatives
  • Identify opportunities for process optimization
  • Apply operations research methodologies to address complex intelligence challenges
  • Develop custom analytical tools and approaches tailored to specific operational requirements
  • Actively participate in JIOC intelligence planning conferences and exercises, 12 working groups, intelligence system capability development meetings, Joint and national-level intelligence coordination boards, and technical exchange meetings with mission partners.

Minimum Requirements (Knowledge, Skills, and Abilities):

  • Experience applying operations research methodologies and mathematical programming to real-world problems
  • Knowledge of statistical analysis techniques and experimental design principles
  • Proficiency in simulation modeling and analysis tools
  • Understanding of decision analysis and optimization techniques
  • Skills in data visualization and presentation of quantitative results
  • Experience with analytical software (e.g., R, Python, MATLAB)
  • Ability to translate complex analytical findings into actionable recommendations
  • Strong problem-solving skills and analytical thinking
  • Effective communication skills for explaining technical concepts to non-technical audiences

Security Clearance Required:

  • TS/SCI. Ability to take a poly if requested

Minimum Education:

  • Bachelor's degree in Operations Research, Systems Engineering, Mathematics, Statistics, or related field

Minimum Years of Experience:

  • Required Experience: Minimum 3-5 years of experience in operations research, systems analysis, or related analytical fields.
