Position Description:

The successful candidate will provide leadership and support to guide the MoonCAT proposal effort at MSFC. This effort will be short term (~6 months), supporting through the final proposal submission including all review team reviews. Primary activities will include providing recommendations for the outline, structure, win-themes, storyboarding, and content for the proposal. It will also include overseeing the overall proposal schedule to ensure its completion and submission by the due date specified in the 2026 Astrophysics Small Explorer Announcement of Opportunity.

This work is in support of Amentum and the Engineering Services and Science Capability Augmentation (ESSCA) contract with the NASA MSFC.

Tasking will include the following:

  • Provide for the end-to-end development of the MoonCAT proposal.
  • Provide recommendations to leadership for the outline, structure, win themes, messaging, storyboarding, and content for proposal.
  • Oversee the overall proposal schedule to ensure its completion and submission by the due date specified in the 2026 Astrophysics Small Explorer Announcement of Opportunity.
  • Coordinate with the MSFC proposal production and graphics support team to ensure their availability in proposal development milestones.
  • Oversee the documentation flow between proposal section leads and support personnel (production, tech editing, graphics, etc.) to ensure adherence to the proposal schedule and on-time submission of the proposal.
  • Ensure compliance of the final proposal with all requirements in the applicable Announcement of Opportunity.
  • Provide guidance, recommendations, and feedback to section leads and Principal Investigator regarding development of each proposal section.
  • Provide weekly status updates via in-person or virtual meetings with the SRPD New Business Manager regarding the MoonCAT proposal effort, including issues/concerns needing resolution.

Required Skills:

  • Science mission and instrument business development support with 25 years or more of prior Space Program/Project Management experience are desired.
  • Experience generating / reviewing new science program / project proposals and Phase A studies.
  • Knowledge of NASA science mission and instrument development processes. 
  • Knowledge of NPR 7120.5 NASA Flight Program and Project Management Requirements, NPR 7120.8 NASA Research and Technology Program and Project Management Requirements, and NPR 7123.1 Systems Engineering Processes and Requirements. 
  • Knowledge of NASA Science Mission Directorate competed science mission/instrument solicitation proposal evaluation processes. 
  • Degree science, engineering, or a related field is required. Degree from an ABET accredited university is preferred. Typically, educational requirements are the equivalent of a BS with at least 25+ years experience. MS degree preferred.
