Purpose:
Manage day-to-day operations of the Kaiserslautern Base Operations Consolidated
Total Maintenance Contract - KBOSS in support of the US Army.
Essential Duties & Responsibilities:
- Coordinates/integrates all mission support required in the Performance Work Statement (PWS) for the contract and acts as the focal point for Military leadership in support of those requirements.
- Responsible for the health and welfare of all assigned contract employees.
- Enforces program standards of performance and discipline.
- Instills a safety first mentality and culture that achieves low accident rates and minimal lost-time injuries.
- Implements a Quality Management program that establishes, monitors and reports on compliance with Program Operating Procedures (POP), Standard Operating Procedures (SOP), program directives, Work Instructions (WI), performance metrics and customer feedback.
- Ensures proper division of workload based on mission support requirements.
- Ensures the efficient and productive utilization of resources.
- Accomplishes all contractual requirements within the allocated operating budget.
- Manages strategic operational aspects of the program; monitors project operational aspects.
- Reviews and ensures CDRLs are in accordance with published standards and schedules.
- Minimizes program exposure to risk through planning and analysis.
- Ensures program documents are complete, current, and stored appropriately.
- Enforces the highest of ethical standards and conduct IAW Company policy.
- Responds to and coordinates responses to corporate tasking and initiatives.
- Performs other duties as assigned.
Minimum Position Knowledge, Skills & Abilities:
- Bachelor of Science degree, preferably engineering, or Foreign Country Equivalent, or documented five (5) years of experience in Project Management and facility operations, preventive maintenance, repair, construction services, and equipment preventive maintenance and repair. When approved by the KO, may be substituted for educational requirements.
- Be able to correctly identify required maintenance, define project requirements, and relay any findings in writing (preferably) and/or orally in a way that employee understands requirements.
- Office Automation: familiar with MS Office systems.
- The Contractor shall be able to understand, speak, read, and write the English language and German language at a minimum B2 level on the Common European Framework of Reference for Languages
(CEFR) scale - Education: Bachelor's degree required. / Advanced degree preferred.
Experience:
- 10 years U.S. military or Department of Army Civilian experience required.
- 5 years’ experience in operations and/or logistics required.
- 3 years as a senior leader/manager (brigade/battalion command, contract PM/DPM, or company president/VP/director) required.
- Retired field grade officer or GS15 with experience in Base Operations preferred.
- Base Service Support (BSS) experience preferred.
- Work experience may be substituted for educational requirements and/or educational achievements may be substituted for years of experience.
Specialized Knowledge, Skills & Abilities:
- Knowledge of contract and finance management.
- Knowledge of Army maintenance management and logistics systems.
- Knowledge of Microsoft Office applications including Outlook, Word, Excel and PowerPoint
- Excellent writing and speaking skills.
- Familiar with human resources management practices and principles.
- Driver’s license is required.
Certification, License & Clearance:
- U.S./ EU Citizenship required.
- Current valid driver’s license required
Work Environment, Physical Demands & Mental Demands:
- Ability to perform job duties efficiently and effectively.
- Must be able to lift up to 50lbs.
- Must be able to work in extreme environmental conditions including dust and high temperatures.
- Must be able to endure long hours, exposure to weather and hazardous conditions.
