This position supports efforts to be performed by Amentum to ensure the monitoring of assets subject to End-Use Monitoring (EUM) requirements that have been transferred by U.S. Department of State’s INL Section I Kyiv (INL Kyiv) to the Government of Ukraine (GoU) in Ukraine.

The Program Manager shall be the Contractor’s primary point of contact for all matters pertaining to this task order and shall bear ultimate responsibility for ensuring that the requirements of the task order are met. The Program Manager will monitor projects to manage scope and deliverables. They may act as a point of contact with the client.

JOB DUTIES AND RESPONSIBILITIES:

  • Perform complex planning and execution of the Project Plans to assure delivery of fit for purpose including management of project/product scope, schedules, risks, budgets, and resources.
  • Undertake required Project/Product reporting using applicable management systems.
  • Provision of SME guidance /mentoring to Project team members.
  • Responsible for overseeing the performance of all work under this contract.
  • Serve as the primary task order point of contact for INL/GoU.
  • Manage project staff and sub-contractors.
  • Maintain strong relationships with key stakeholders, INL, cooperating country government counterparts, and other public and private sector stakeholders.
  • Ensure successful performance and compliance with Performance Work Statement (PWS), Program, USG, and international requirements and guidelines.
  • Ensure compliance with standard management practices including but not limited to monitoring, records keeping, report preparation, training, inspections, data reporting, etc.
  • Will perform other duties as assigned.

QUALIFICATIONS

  • Must have a Bachelor’s degree in International Development, Business Administration, Management, or equivalent.
  • A minimum of five years of experience building teams and managing them remotely
  • A minimum of five years’ experience with End Use Monitoring, with at least one year of experience in a war zone
  • A minimum of ten years of program management experience, with at least five years of experience with US Government programs
  • Demonstrated experience operating in conflict-affected, austere, or high-risk environments
  • Strong understanding of accountability, compliance, and oversight requirements for U.S. Government–funded equipment or assistance.
  • Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance

WORK ENVIRONMENT, PHYSICAL DEMANDS

  • Able to stand for long periods of time such as eight (8) to ten (10) hours, bend, kneel, and reach to store/retrieve supplies
  • Able to lift, carry, and push supplies and boxes up to 50 pounds
  • Living and working conditions at the assignment location could be remote and uncomfortable
  • May work in a typical office environment
