Purpose: Administers property control program activities to ensure continual accountability of government and company property book items governed by FAR 52.245-1, in accordance with applicable government regulations or corporate policy.  

Essential Duties and Responsibilities:

  • Reports directly to and takes direction from the site Property Manager.
  • Acts for the Property Manager when not present or available.
  • Leads the Property team under the direction of the PMO SOPs and Work Instructions.
  • Leads are expected to be part of the work section and should devote at least 50% of time available to active, productive work, with remaining time directed towards duties directed by Property Manager.
  • Understands and performs actions or requirements IAW FAR, PWS, SOPs and WI’s.
  • Assists Property Manager in all areas of property accountability and management of Government Property.
  • Maintains oversight of property material stock, issues, receipts and turn-ins IAW SOPs and Wis.
  • Ensures strict compliance to safety practices and support Safety Policies and Procedures.
  • Assists in establishing and maintaining primary hand receipts and sub-hand receipts as required.
  • Ensures that accountability of government furnished property assigned to the directorate/department in accordance with requirements of the Federal Acquisitions Regulation is maintained.
  • Ensures that the Property team schedules and performs preventive and organizational maintenance on government furnished property and materials using maintenance support documents.
  • Has oversight of the Property team and ensures that they order, receive, store, inspect, load/unload, maintain and issue material and equipment to support daily operations.
  • Ensures that the Property team completes issue documents through AMRO and/or DA Form 3161 Request for Issue or Turn-In, DA Form 2062 Hand Receipt/ Shortage Annex and files completed documents as directed by Property Manager.
  • Ensures all GP has proper identification, and proper records are completed when issued from or turned into Property.
  • Ensures valid and current DA Form 1687 Notice of Delegation of Authority Receipt for Supplies is checked before issuing or accepting turn-ins of property.
  • Ensures receiving reports, reports overages, shortages, or damage in shipment of GP for action/verification IAW timelines established in this SOP are completed and the initiation of Supply Discrepancy Reports (SDR) and annotation of shipping document at time of receipt as needed.
  • Ensures the preparing of and processing of property loss reports on lost, destroyed, damaged, or theft of equipment (LOSS).
  • Ensures inventories are performed as required and assists in resolving inventory and/or system problems.
  • Generates reports as directed by Property Manager.
  • Ensures strict compliance to safety practices and support the Safety Policies and Procedures.
  • Instills a safety-first mentality within respective work areas and a culture that achieves low accident rates and minimal lost-time injuries.
  • Adheres to ISO Policies, Procedures, and Work Instructions in support of the Quality Management System.
  • Performs all other position related duties as assigned or requested.

Minimum Position Knowledge, Skills & Abilities:

Education:

  • High school diploma or equivalent.

Experience:

  • 4 years’ experience working in Property Book inventory or property accountability is required
  • Must have knowledge of the FAR 52.245-1.
  • Work experience may be substituted for educational requirements and/or educational achievements may be substituted for years of experience. Example: Two (2) years of experience is equivalent to (2) years of college and vice versa.

Specialized Knowledge, Skills & Abilities:

  • Must have experience using Federal Acquisition Regulation (FAR) 52.245-1, DA PAM 710-2-1 Unit Supply System, AR 710-2 Supply Policy Below the National Level and AR 735-5 Property Accountability Policies.
  • Must be proficient in Microsoft office suite and related applications.
  • Must be able to work independently and self-motivated with little or no supervision.
  • Must have high-level of organizational and planning skills.
  • Must have excellent communications skills, both oral and written.
  • Must have strong organizational and planning skills.

Preferred Qualifications:

  • NPMA certification preferred
  • MHE experience preferred
  • 92Y MOS experience helpful
  • International driver’s license prior to deployment preferred
  • Experience in military setting is preferred, but not required.

Certification, License & Clearance:

  • Valid US Driver’s license required.
  • US Citizenship required.
  • Must have the ability to obtain and maintain a CAC, if required.

Must be able to obtain and maintain facility and credential /authorization:

Note- US Citizenship is required for facility credential/authorization at this work location.

Work Environment, Physical Demands, and Mental Demands:

  • Ability to perform job duties efficiently and effectively.
  • Must be able 50lbs.
  • Must be able to work in extreme environmental conditions including dust and high temperatures.
  • Must be able to endure long hours, exposure to weather and hazardous conditions.
  • When performing work, responsible for adhering to environmental, safety, and health standards related to the activity, including the wearing of all Personal Protective Equipment (PPE).
