Lead, supervise, and direct the implementation of a nuclear-based Independent Quality Assessment Program for the Hanford Tank Waste Treatment and Immobilization Plant project (WTP). Reporting to the WTCC Manager of Quality, this position requires extensive customer interaction and engagement, as well as frequent interaction with federal and state regulatory authorities, federal oversight functions, other major project stakeholders, as well as all levels of project and functional management. This position is accountable for execution of a comprehensive, regulatory compliant quality assessment program with responsibility for independent assessment planning of project quality assurance program activities required for mission delivery.

Responsible for supervising and performing quality assurance activities where analysis of diverse situation or data requires evaluation of a variety of factors, including an understanding of current business trends, follows processes and operational policies in selecting methods and techniques for obtaining solutions. Acts as advisor and mentor to subordinate(s) to meet schedules and/or resolve technical problems, develops and administers schedules, performance requirements; may have budget requirements, recognizes that erroneous decisions or failure to achieve results will add to costs and may impact the short-term goals of the organization.

REQUIREMENTS/SPECIFICATIONS

Education:

Bachelors degree in an engineering, science, or technical discipline from an accredited college or university and 8 years of experience developing, implementing, or working to a Department of Energy (DOE) Order 414.1X compliant quality assurance program; such as ASME NQA-1, Quality Assurance Requirements for Nuclear Facility Applications, ANSI/ISO/ASQ Q9001-2008, Quality Management System, ANSI/ASQ Z 1.13-1999, Quality Guidelines for Research, etc.

In lieu of a Bachelors degree, an Associate’s degree and 10 years of relevant experience or a High School diploma and 12 years of relevant experience is required and 1 year of supervisory or lead experience.

Experience:

Knowledge of Quality Assurance Requirements, and their application to construction, engineering, acquisition services, supplier quality, materials management, and regulatory requirements.

Knowledge of advanced techniques for audit, assessment, event investigation, cause analysis, human performance, and corrective action

Knowledge of issues management and corrective action programs

Demonstrated knowledge of design, procurement, construction, start-up, commissioning, and operation of a government or commercial nuclear facility

Demonstrated knowledge of current nuclear industry trends, innovations, and regulatory construct, for both government and commercial nuclear sectors

Successful track record of leading teams in complex regulated environments

Preferred Experience:

• Previous experience in development and maintenance of quality assurance programs related to the construction of nuclear facilities.

• Previous experience with DOE Operational Readiness Reviews and nuclear facility start-up activities.

• Flexibility to respond to urgent project requests and/or changing priorities.

• Ability to work under pressure and with minimal supervision.

• Demonstrated ability to work with people of varied backgrounds and objectives.

• Proven technical writing competency

• Lead Auditor certification

MAJOR RESPONSIBILITIES/DUTIES/TASKS

• Develop and maintain audit and assessment schedules to ensure to ensure that required internal oversight is scheduled.
• Ensure that audit follow-up activities are planned and completed

• Maintaining the quality assurance programs procedures, forms, templates, presentations, and other tools necessary to effectively implement the quality assurance program, including processing of completed documentation into project records system;

• Direct the review of procedures and project documents that are submitted to the quality department for review and/or approval
• Oversee implementation and improvements of the quality assurance program software tools to enhance quality assurance program implementation;

• Support the corrective action program to ensure that screening, action planning, and corrective actions meet quality requirements

• Through innovative tools and techniques, provide early identification and communication of potential paths to quality failure including insights on potential causes and recommended solutions.

PHYSICAL REQUIREMENTS

(EFNM) Exposed Field Non-Manual- Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.

  This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.
