Amentum is seeking a dynamic and innovative Strategic Communications Planner to provide research and analysis on information related capabilities, plans and operations in support of U.S Pacific Command (PACOM) at Camp H.M. Smith, HI.

USPACOM conducts planning in support of the Theater Campaign Plan (TCP) to shape the environment in the PACOM Area of Operations (AOR); Concept Plans (CONPLANs) and Operational Plans (OPLANS) to counter known threats; and crisis-action planning to respond to contingencies and crisis in theater with little to no notice. Success depends on the USPACOM J3’s ability to understand the complex dynamics of the theater as a whole and the nuanced details of each sub-region.
In this position you will conduct the following activities:
- Provide analysis and support for incorporating information capabilities aligned with operations, activities, and interests throughout the PACOM Area of Responsibility
- Develop strategy to more effectively implement synchronized communication and information effects
- Provide recommendations to staff for a framework to address operational issues, opportunities, and challenges
- Facilitate the execution of various communication synchronization working groups to develop communication objectives for key audiences and stakeholders
- Research and develop communication and information related Measures of Effectiveness (MOE) and Measures of Performance (MOP) to assess the effectiveness of INDOPACOM's information strategies and campaigns
- Aid senior-level strategic planning and briefings, including preparing formal papers and background information for USPACOM senior leader consumption; compile and analyze disparate information, then present clear, comprehensive recommendations for decision-making
- Conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational concepts and plans, distilling that research into information concepts of support for OPLANS, CONPLANS, and contingency planning.
Minimum Requirements:
- Bachelor’s Degree, or in lieu of degree, at least 6 years of combined experience managing complex programs and projects in support of the Department of Defense (DoD) or other federal agencies
- At least 3 years of experience in an information related field, such as strategic communications, public affairs and/or Psychological Operations (PSYOPs)
- Experience developing communications themes and messages
- Experience implementing information/communication plans for military operations
- Experience in writing reports, graphics and information papers
- Experience analyzing operational data
- Proficient in Microsoft Office Suite products and SharePoint collaborative tools
- Knowledge and use of Artificial Intelligence (AI) Tools in support of government client objectives (e.g. *GPT, GenAI, AskSage, MAVEN, Machine Assist Disclosure (MAD), python, etc.).
- Must have an active Top Secret clearance and be SCI eligible . Note: US Citizenship is required to obtain a Top-Secret Clearance.
Preferred Qualifications:
- Master’s Degree
- 10 Years experience in an information related field
- Graduate of a DoD Approved Public Affairs, PSYOP or related course
- Active TS/SCI clearance
- Experience in coordinating with other Department of Defense (DoD) entities, including the Joint Staff, the Office of the Secretary of Defense and USPACOM's Service Components as well as non-DoD organizations such as State Department
Compensation & Benefits
HIRING SALARY RANGE: $130K - $150K (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
