Description of Duties:

We're looking for a Subcontracts Manager for Amentum's Missile Defense Division. The Subcontracts Manager reports to the Subcontracts Director and will primarily support the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) Contract. The Subcontracts Manager will lead a team of subcontracts administrators that are matrixed across multiple task orders administering subcontracts to support mission objectives and achieve organizational goals.

The candidate will be responsible for the following:

Leadership & Management:

  • Provide day-to-day leadership, guidance and mentorship to the subcontracts administrators and other team members on subcontracting best practices and the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) to ensure contract compliance
  • Develop and deliver training to project personnel on subcontracting requirements, tools, processes, and best practices
  • Identify opportunities to improve processes and support the adoption and testing of alternative subcontracting methods (e.g., master services agreements, blanket ordering agreements, etc.) and automation tools.

Technical Acumen:

  • Ensure proper cradle-to-grave subcontract administration is performed in accordance with the approved Subcontracts Manual
  • Analyze and evaluate subcontractor proposals, negotiate deviations from performance work statements, schedule, and terms and conditions, acting as the primary POC interfacing with subcontractors and operations project teams
  • Conduct cost and/or price analysis and provide justification of award
  • Ensure subcontract modifications, including the coordination of required additions, deletions, modifications, and communication to/from subcontractors is formally documents in the subcontract file
  • Resolve disputes as needed to include formal meetings to discuss performance issues, letters of concern, terminations, etc.

Customer Engagement and Collaboration:

  • Optimize customer visibility
  • Collaborate with Amentum subcontract administrators, operations teams, and stakeholders to ensure effective subcontract administration and to communicate status, performance metrics, and risks.

The successful candidate will:

  • Have excellent written communication, verbal communication, and interpersonal skills
  • Be able to quickly pivot to align with changing priorities while maintaining strong attention to detail and responsiveness to stakeholders

Basic Requirements:

  • Must have 14, or more, years of general (full-time) work experience
    • May be reduced with completion of advanced education
  • Must have 8, or more, years of directly/specialized experience in subcontracting and/or contracting
  • Must have 2 years of experience working in a management or leadership role
  • Must have, or obtain, an active DoD Secret Security Clearance

Desired Requirements:

  • Have experience building, managing, and motivating a team to deliver high-quality products that are reliable for near-real time decision making
  • Have experience in US Government contracting and/or subcontracting

Compensation Details:

$145,000 – $160,000
