We are seeking a Technical Project Director, who will be based in Poland, UK or Slovakia.
Regular travel to client's office in Warsaw and occasional travel to the site (Northern Poland) will be required.
About the role
The Technical Project Director is a senior leadership role within the Client organisation and serves as Deputy to the Project Delivery Director for the delivery of a GW-scale Nuclear Power Plant Programme in Poland.
The project will be delivered through a single EPC contract comprising the nuclear technology vendor and construction partner. The Technical Project Director is responsible for ensuring that engineering, licensing, safety, technical governance and Design Authority activities support the successful delivery of the programme and achievement of its safety, quality, cost and schedule objectives.
A principal responsibility of the role is the establishment and progressive maturation of the Client's Design Authority and Intelligent Customer capabilities. The Technical Project Director will ensure the Client develops the technical knowledge, engineering competence, governance arrangements and design ownership necessary to fulfil its future responsibilities as owner, licensee and operator of the Nuclear Power Plant.
As a member of the Senior Leadership Team, the Technical Project Director will provide leadership across engineering, regulatory engagement and programme delivery, ensuring effective oversight of the EPC consortium while maintaining strong relationships with regulatory authorities and government stakeholders.
Key Responsibilities
Programme Delivery
Support the Project Delivery Director in the successful delivery of the programme.
Ensure engineering, licensing and technical activities are aligned with programme objectives and delivery milestones.
Drive integration across engineering, procurement, construction, commissioning and operational readiness activities.
Lead resolution of significant technical and delivery challenges impacting project performance.
Engineering and Design Authority
Establish and lead the Client's Engineering Directorate and Design Authority capability.
Develop the Design Authority organisation, processes and competencies required to support the Client's future role as owner, licensee and operator.
Ensure the Client maintains ownership of the plant design, design intent, technical baseline and key engineering decisions throughout the project lifecycle.
Lead the transfer and retention of engineering knowledge from the EPC consortium into the Client organisation.
Establish robust configuration management and technical governance arrangements to support construction, long-term operation and asset management.
Ensure the Design Authority capability matures in line with project phases and operational readiness requirements.
EPC Consortium Oversight
Provide informed oversight, challenge and assurance of the EPC consortium's technical and engineering performance.
Ensure design maturity and technical readiness support programme delivery requirements.
Assess the impact of technical decisions and design changes on safety, schedule, cost and operational performance.
Nuclear Safety and Regulatory Engagement
Ensure nuclear safety remains the overriding priority throughout programme delivery.
Lead technical engagement with regulatory authorities and support licensing and permitting activities.
Ensure compliance with applicable regulatory requirements and international nuclear standards.
Leadership and Governance
Establish effective technical governance, assurance and decision-making arrangements.
Lead development of engineering capability, succession planning and knowledge transfer.
Support transition from project delivery to future plant operations.
Key Accountabilities
The Technical Project Director is accountable for:
Successful delivery of engineering, licensing and technical activities.
Effective oversight of the EPC consortium.
Establish and develop the Client's Design Authority and Intelligent Customer capabilities, providing the technical leadership, governance, knowledge retention and engineering competence necessary for the Client to transition successfully from project sponsor to licensed owner and operator of the Nuclear Power Plant.
Maintenance of the project's technical baseline and configuration control.
Delivery of regulatory and licensing commitments.
Management of technical and programme delivery risks.
Achievement of programme safety, quality, cost and schedule objectives.
Requirements
Degree in Engineering, Nuclear Engineering, Physics or related discipline.
Chartered Engineer (CEng) or equivalent professional registration.
Advanced degree and project management qualification desirable.
Minimum 20 years' experience delivering major capital projects within highly regulated industries.
Minimum 10 years' experience in senior leadership roles delivering large nuclear new-build projects.
Experience working with nuclear regulators and licensing authorities.
Proven experience establishing and leading Design Authority, Intelligent Customer or major engineering organisations.
Strong understanding of EPC delivery models, nuclear licensing and technical governance.
Experience managing complex stakeholder relationships across government, regulators, contractors and suppliers.
