In addition to meeting the necessary qualifications the selected candidate must be comfortable working in a dynamic environment. This position is based in Japan, primarily at a customer location aboard MCAS Iwakuni in support of a Base Operations & Support contract with the Department of Defense (DoD)/Navy- Marine Corps.

Performance Location: The individual filling this position will be supporting Amentum on a contract for the US Department of Defense and working at the Marine Corps Air Station, Iwakuni, Japan.

Working Environment: Non-Status of Forces Agreement (SOFA) assignment (SOFA dependents maintain their status).  Constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.  Contract on the last Option Year.

Work Schedule: This position works eight hours per day, five days per week minimum.  Traditional in-person attendance expectations (non-hybrid)

Position Responsibilities:

  • Work independently and professionally with minimal supervision supporting the associated needs of all Operations and O&M Program sections / departments, Working Supervisor of assigned employees
  • Assist the Operations Manager in areas such Work Control, Planning, Scheduling, Deliverables, Data Analysis and reporting that is accurate, detailed, and timely.
  • Establishes and maintains effective relationships and communications, both internally and externally, with persons of all backgrounds and organizational levels
  • Accepts responsibility for his/her own performance, assisting others in reaching success
  • Interface with USG Director and Manager level personnel ensuring performance criteria is met
  • Oversight of high-profile scheduling and work activities with required USG briefing presentations
  • Track work for timely completion, provide analysis and insight into areas not meeting key performance indicators, then develop sustainable solutions.
  • Liaison directly with military customer for emergency and non-emergency situations and planning
  • Appropriate sense of urgency when responding to internal and external customer requests.
  • Examine operational compliance to ensure business remains compliant.
  • Participates in planning and develops plans with all functional areas in Operations
  • Audit documents regularly for quality and ensure compliance with procedures.
  • Collect data and generate additional reports as needed.
  • Understand and use contractual requirements, from all Annex areas, applicable standards and references in performance of duties.
  • Assist in the preparation and presentation of KPI’s based on contract and project requirements.
  • Use of IBM Maximo version 7.6 or later; to enter, research, evaluate, build informative presentations appropriate to specific or broad goals from training to Executive discussions
  • Ensure optimal use of resources in achieving Company and Program goals
  • Performs other position related duties as assigned.

Minimum Acceptable Experience and Qualification Levels:

  • Minimum 2 years Supervising 5 or more employees, accountable for performance outcomes

Expected Skills and Competencies:

  • Comfortable typing (live meeting minutes), presenting, briefing and performing in a meeting environment as a representative of the BOSC to the USG, both military and civilian multi-cultural
  • Proficiency in IBM Maximo, Microsoft Office to include Outlook, Word, Excel, PowerPoint and competency in PowerBI, briefing reports with an in-depth understanding of referenced data points
  • Competency in Adobe or equivalent PDF software viewing, editing, converting, and creating PDFs
  • Work well as part of a team and independently, handling issues with tact and diplomacy.
  • Excellent organizational, time management, and communication skills exercising sound judgment and make independent decisions.
  • Cross-cultural sensitivity with an international perspective.

Education:

  • High school diploma or GED required at a minimum.

Language Requirements:

  • Primary communication is in English both verbal and written
  • Must have oral and written communication skills sufficient to effectively communicate with employees, management, and the client.

Other Requirements:

  • SOFA Dependents are required to obtain the approved “REQUEST TO ENGAGE IN COMMERCIAL ACTIVITIES OR PRIVATE EMPLOYMENT IN JAPAN” as per IIIMEF/MCIPAC MCBBO 5300.3 via Staff Judge Advocate at Marine Corps Air Station Iwakuni, Japan for DBIDS processing as a Contractor
  • Candidate must possess a valid passport of home country with a minimum of 12 months remaining to expiration date, if not currently a resident of Japan
  • Applicants in-country must hold their own visa sponsorship or residency if not an internal applicant.
  • Company will assist applicant in obtaining access to customer work site, MCAS Iwakuni, Japan via DBIDS application.
  • Applicant will be required to apply and be accepted for a DBIDS enrollment and identification issuance prior to employment for first workday, which will be categorized as “Foreign Gov Contr”; SOFA dependents will be required to hold Contractor Identification IAW Installation Access Control MCASO prior to employment for first workday.  Contractor identification is a requirement of employment.
  • Position requires the applicant to drive in the performance of work duties.  Applicant must be able to obtain (if on IDP) and maintain a Japanese Driver License, within 90 days of hire, or SOFA license and be able to operate a Company provided motor vehicle on MCAS Iwakuni.  Applicant must be able and willing to operate motor vehicle on Japanese roads as job duties require.  Vehicle operators will be subject to US Military traffic citation point system. 
  • Transportation is not provided to locally hired personnel for the purpose of commuting to and from the workplace.  Non-locally hired are expected to obtain and maintain the legal ability to operate a Company provided vehicle both on and off the installation for the purpose of commute and/or on-site transportation.  Those unable to obtain and maintain the legal means to operate a motor vehicle in Japan or aboard the installation will be responsible for their own transportation for all purposes.
  • All vehicle assignments, if applicable, are based on vehicle availability, position, work assignment and where the primary operator may live. Ride sharing on and off base to residences is applicable within the local area as may be necessary.

No clearance requirement but the contract and/or the site requires US Citizenship to be approved for access. (includes NACI / T1, MRPT, CAC): Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.
