Program QEHS Lead

The Program QESH Lead is the primary authority for Quality and ESH integrity across all AFCENT GPMS sites. This role is accountable for the implementation and compliance of Quality Assurance, Quality Control and ESH programs in accordance with ISO 9001 contract specifications and the Amentum Quality Management System (QMS). Reports directly to the Program QEHS Manager.
Principal Accountabilities
Governance & Compliance Oversight
- Audit Authority: Orchestrates the program-wide Internal Audit schedule, ensuring auditors and inspectors execute evaluations IAW Internal Audit procedures and industry standards.
- QMS Integrity: Acts as the program gatekeeper for the Document Control System, ensuring only current Technical Orders (TOs) and commercial manuals are utilized.
- Compliance Validation: Certifies site-level adherence to the Performance Work Statement (PWS) and provides formal guidance to Site Managers on system changes impacting operations.
Corrective Action & Continuous Improvement
- Technical Discovery: Leads Root Cause Analysis (RCA) discovery for site and program-level Non-Conformance Reports (NCRs).
- Validation: Validates that corrective and preventive actions (CAPA) are acceptable and effective prior to input into the QMS.
- Cross-Tell Initiatives: Disseminates quality documentation and directives across all sites, ensuring "cross-tell" is accomplished following Contractor Officer Representative (COR) out-briefs.
Workforce Leadership & Technical Standards
- Standardization: Directs Quality Control Inspectors (QCIs) and QA Leads to ensure uniform application of inspection methodologies.
- Competency Development: Provides continuous development training to site-level Internal Auditors and technical mentorship to subordinate QCIs.
- Technical Oversight: Performs random In-Process and Final Product inspections on Production, Inspection and Maintenance operations to verify the highest repair standards.
Stakeholder Liaison & Reporting
- USAF Liaison: Professionally liaises with USAF CORs to resolve quality issues and facilitate formal out-briefs.
- Reporting: Prepares reports and generates metrics to communicate site compliance and QMS health to Program Quality Manager (PQM).
- Administrative Leadership: Managers personnel performance reports and attends Site Manager Staff Meetings to align quality goals with operations as needed.
- Performs other duties as assigned.
- Works in normal office and maintenance shop or warehouse environment and may be required to work outdoors for extended periods.
Minimum Requirements
- Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum Power Point, Excel and Word programs.
- Standards Expertise: Essential ability to assess, interpret and implement policies for compliance with ISO 9001 standards.
- Technical Literacy: Proficient in researching technical data and interpreting drawings, technical manuals and directives.
- Analytical Proficiency: Skilled in inspection application, engineering interpretation and Quality Deficiency Reporting (QDR).
- Communication: Ability to produce clear, concise written reports in English and interface effectively with technical and non-technical personnel.
- Regulatory Knowledge: Familiarity with OSHA/AFOSH standards and industrial safety practices required.
- Must possess a valid home country driver's license and ability to obtain host nation driver's license.
- High School diploma or equivalent required.
- Must successfully pass Lead Auditor course if not already achieved prior to hire.
- Must have five years' experience in quality assurance and quality control fields with auditing experience.
- Must have five years' experience in an engineering, maintenance or logistics discipline.
- Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.
- Physically capable of performing all required duties; capable of lifting/pushing/pulling minimum of 50 lbs.
- Ability to travel domestically and internationally.
Preferred Qualifications
- Bachelor of Science degree preferred; two years' experience may be substituted in lieu of each year of school.
