Selected by the Air Force Life Cycle Management Center’s Strategic Warning and Surveillance Systems Division for Operations, Maintenance, and Sustainment (OM&S) of critical mission systems for the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex (NCMC), we support the Integrated Tactical Warning/Attack Assessment (ITW/AA) and Space Support Contract II (NISSC II).
Since 2020, through the (ITW/AA) and Space Support Contract II (NISSC II), has provided:
• Operations, maintenance, and Sustainment of current and legacy systems for the surveillance and cataloging of manmade objects in space.
• Mitigation of orbital conflicts.
• Threat warnings and control from airborne, land-based, and space-based systems for threat activities.
• Operations and maintenance of classified communications.
• Software development and integration.
NISSC II supports the classified communications and processing for Command and Control (C2) capability and legacy space C2 systems located at:
• Cheyenne Mountain Space Force Station (CMSFS), Colorado
• Peterson Space Force Base (PSFB), Colorado
• Offutt Air Force Base, Nebraska
• Vandenberg Space Force Base, California
• Numerous sensor and forward operator sites around the world
Description of Duties:
The Program Security Manager supports North American Aerospace Defense Command (NORAD) on the Integrated Tactical Warning/Attack Assessment (ITW/AA) and Space Support Contract II (NISSC II). The candidate will:
• Be responsible for implementing the industrial security program and ensuring the company and customer security requirements are met.
• Require expertise in all disciplines of the security field, require to interface with all levels of the department, division and government management, and personnel and maintain the skills to cultivate relationships for optimal contract security performance.
• Interface with all levels of Amentum personnel and government management personnel to ensure contract security compliance with 32 CFR, Part 117, NBIS, NISS, NISPOM, DCSA Assessment and Authorization Process Manual (DAAPM), Department of Defense Contract Security Classification Specification (DD254) and Program Classification Guides.
• Initiating, reviewing, and processing Personnel Security Clearances and Periodic Re-investigations.
• Lead self-inspections and participate in government telephonic and in-person reviews and inspections. Produce finished documentation e.g., reports, plan of actions and milestones, policy and procedure development, training programs, and assessments, and maintain data compliance in DISS.
• Maintain security program compliance to include managing NISS facility profiles, submitting changed conditions packages, FCL Sponsorship packages.
• Make critical security decisions and implement security procedures that prevent unauthorized access to company and/or government facilities or information, take independent action when warranted or in the absence of senior leadership and bring security risks to the attention of the NISSC II Security Manager and General Manager/Program Manager.
• Provide clear guidance to company employees and recommend modifications to operations policies or procedures as appropriate.
• Provide research and technical support to projects, produce solutions and documentation, and monitor project tasks and schedules.
• Work as a team player demonstrates flexibility and excellent organizational skills.
• COMSEC Custodian certificate or experience.
• Manage COMSEC-related duties and responsibilities under NSA/CSS Policy Manual 3-16 - Control of Communications Security Material
• Oversee 3 employees within the security department, Demonstrate leadership and decision-making ability within the scope of the position. Exhibit mentoring, team building, and coaching ability.
• Excellent customer service skills and strong professional demeanor and interpersonal skills. Desire to be an active contributor in the success of the mission
• Ability to work independently, juggle competing workloads and demands, and adapt to changing priorities with a sense of urgency in a dynamic environment
• Be available to respond to alarms after standard work hours.
• Can support off-hour operations requirements as needed.
This position will be filled and work onsite at Colorado Springs, Colorado

Basic Requirements:
• Must have an active TS/SCI Eligibility
• 9 years or more of general work experience
• 8 years or more of directly related experience
• 4 years or more of experience managing/leading people or projects
• BA degree and 5-6 years of prior relevant experience. Additional years of experience may be used in lieu of a degree.
• Completed the Facility Security Officer training in STEPP with certificate for Possessing Facilities
• Experience as a FSO for the DOD or other government agency
• Working knowledge of the NISPOM, other relevant DoD security guidance as well as the Intelligence Community Directive (ICD) standards
• Coordinate and collaborate with government and industry oversight agencies to facilitate inspections/audits of security programs and systems.
• Ability to interpret company and government security policies and apply them to program operations.
• Working knowledge of SF-86, SF-312, DD-254/sub DD 254s, SF700, SF702 and other required forms.
• Thorough working knowledge of Insider Threat Programs (training and preferably experience with managing/supporting such programs)
• Experience and strong understanding of Physical Security requirements to include collateral Open Storage and Restricted Areas
• Facilitate and support customer inspections to ensure successful government audits of classified programs and facilities; oversight of a contractor guard force; handle access control and processing of visit certifications; and change safe and door combinations.
• Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings
• Ability to develop and establish effective security awareness, training, and education program.
• Must be able to work in a constantly changing regulatory environment with short-, mid-, and long-term timelines for remediating any non-compliance.
• Computer literacy: Proficient in Microsoft Suite to include Word, Excel, Outlook, and Access.
• Experience with Sensitive Compartmented Information Facility (SCIF)
Desired Requirements:
• The position requires a self-motivated candidate that can work in an independent or team environment with minimal direction, customer service orientated.
• Attention to detail and a high level of accuracy are a must.
• Industrial Security Professional (ISP) Certification
• Courier preparation procedures
• Experience developing and implementing OPSEC plans.
• Knowledge of Access Control and Intrusion Detection Systems
• Experience conducting security incident inquiries and writing investigation reports
• Experience working on DoD contracts and in military and defense contractor environments
This position is expected to pay $130,000-$160,000 annually; depending on experience, education, and any certifications that are directly related to the position.
