We are seeking a dynamic and bilingual (English-Japanese) Project Manager to lead the development and implementation of an international training and workforce development partnership between UK and Japanese stakeholders. This role is pivotal to the successful coordination of cross-border project teams and delivery of a multi-phase training programme focused on human resource development for the nuclear decommissioning and clean-up sector.

You will play a central role in preparing a competitive proposal, establishing governance structures, and managing full project lifecycle delivery upon contract award. Key responsibilities will be:

Bid Phase (Pre-Contract Award):

  • Lead the preparation and submission of a multi-party, multi-phase bid response in coordination with UK and Japanese teams.

  • Work collaboratively with internal stakeholders, partner organisations, training providers, and subcontractors to align the proposal with technical, commercial, and social value objectives.

  • Support business case refinement, risk identification, pricing model input, and programme planning.

Delivery Phase (Post-Contract Award):

  • Serve as the central point of coordination for multi-disciplinary teams in the UK and Japan.

  • Plan, monitor, and control all aspects of project delivery, including scope, schedule, resources, and budget.

  • Coordinate the mobilisation of training teams, facilities, and materials to support accelerated workforce qualification.

  • Engage regularly with Japanese stakeholders and partners, including occasional travel for key meetings and milestone reviews.

  • Ensure compliance with regulatory, commercial, and quality assurance frameworks.

  • Monitor KPIs and manage reporting to internal and external governance bodies.

Here's What You'll Need

  • PRINCE2, APM PMQ, or equivalent project management qualification.

  • Familiarity with the nuclear, energy, or infrastructure sectors.

  • Experience with training programme development or skills transformation initiatives.

  • Proven experience in project or programme management (ideally within engineering, training, or public infrastructure sectors).

  • Strong organisational and leadership skills in managing cross-functional, geographically dispersed teams.

  • Business-level fluency in both English and Japanese (spoken and written).

  • Experience with bid management and project mobilisation.

  • Excellent stakeholder engagement and communication capabilities, including working with culturally diverse teams.

  • Financial and resource planning competency; familiarity with commercial contracts and supplier management.
