Purpose and Scope: 

The SSHO/QM manages the safety and quality programs at the assigned site and works in conjunction with the Project Management Office (PMO) and in partnership with the customer, subcontractors, and local authorities to support the mission, and to ensure all services meet contractual requirements. The SSHO/QM is also responsible for process auditing, procedural compliance and contributes to the continuous improvement initiatives throughout the contract lifecycle. The position is physically located in Colonia, Yap, Federated States of Micronesia.

Essential Responsibilities:

1.     Implement and manage the safety and quality management programs at the assigned site.

2.     Ensure performance of safety and quality functions conform with established standards and governmental agency guidelines to ensure lasting customer satisfaction.

3.     Work directly with operating entities to ensure inspections, statistical process analyses, and audits are conducted on a continuing basis as specified to enforce requirements and meet specifications.

4.     Consult with local management in determining best measures of project efficiency and identifying root causes for non-conformance in relation to the quality plan and contractual requirements.

5.     Build and maintain good working relationships with subcontractors and provide guidance when needed to ensure all subcontracted work and/or materials provided conform with established standards.

6.     Participate in meetings, seminars, or workshops to represent the company in an official capacity when directed.

7.     Meet regularly with the customer and respond quickly to customer requests to provide and maintain top-notch customer support.

8.     Ensure full compliance with the requirements in the Performance Work Statement (PWS).

9.     Perform other duties as assigned.

Minimum Knowledge, Skills, and Abilities Required:

  • Bachelor’s Degree in Occupational Health and Safety Management, Quality Management, Business Administration, Management, or a related field from a U.S. accredited institution. Relevant contract work experience may be substituted for the bachelor’s degree requirement.

  • OSHA 30 – General Industry or Construction (or obtain/renew within 6 months of employment)

  • 40-Hour EM 385-1-1 (or obtain/renew within 6 months of employment)

  • 40-Hour HAZWOPER (or obtain/renew within 6 months of employment)

  • ASQ CMQ/OE Certification (or obtain/renew within 6 months of employment)

  • Five (5) years of experience in preparing and enforcing safety and/or quality management programs on contracts of similar size, scope, and complexity.

  • Must have experience with establishing and gathering key performance metrics.

  • Ability to effectively and efficiently supervise and manage safety and quality personnel.

  • Ability to work with personnel at all levels to effectively and efficiently manage the site safety and quality programs.

  • Must be able to travel internationally.

  • Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work.

Additional Preferred Qualifications and Experience:

  • Certified Safety Professional (CSP) Certification

  • Experience working at foreign remote locations.

Work Environment, Physical Demands, and Mental Demands:

  • May require lifting of objects weighing up to 50lbs.

  • May be required to work in areas where high noise hazards prevail and are exposed to fumes or airborne particles and electrical shock hazards.

  • May be required to work in protective equipment that increases heat stress and limits mobility.

  • Work conditions may range from an environment where there is little or no physical discomfort, to an environment where inclement weather may subject the individual to severe changes in weather (temperature, wind, rain, etc.).

  • Must be able to travel to and between remote locations in austere environments on short notice.
