Purpose and Scope:
The QEHS Supervisor is responsible for implementing and ensuring compliance with the Quality Assurance, Quality Control, Environmental, Health, and Safety Programs, in accordance with ISO, OSHA, contract specifications, and the site's Quality Management System. This is the lead QEHS role at a designated site and is responsible for oversight of all quality, environmental, and safety activities. Will lead and direct the QEHS staff in conducting product quality inspections. Reviews and monitors the Amentum Quality Control Program (QCP) at the site, ensuring QC Inspectors maintain standards IAW the Performance Work Statement (PWS), Technical Orders/Manuals, and ISO Standards. Ensures compliance with Performance Work Statement (PWS), OSHA 191,0, and Amentum ISO 9001:2015 Quality Management System (QMS).
Essential Responsibilities:
- Collects, processes, and reviews data from the EHS reporting system to capture safety, health, and environmental statistics for tracking metrics, and the creation of standard reports and presentations required for internal and external reporting purposes.
- Tracks and records injuries to create reports/deliverables for submittal to the government.
- Oversees and maintains the assigned program EHS and Quality SharePoint library and key documentation for compliance purposes and proposals.
- Coordinates and monitors EHS training requirements for personnel, including technical and professional certifications.
- Performs daily data entry from field Quality inspection and audit processes, while providing the front-line review of provided information to ensure data quality meets program requirements.
- Ensures strict compliance to safety practices and support the Safety Policies and Procedures.
- Instills a safety-first mentality within respective work areas and a culture that achieves low accident rates and minimal lost-time injuries.
- Adheres to ISO Policies, Procedures, and Work Instructions in support of Quality Management System.
- Coordinates the Quality, Environmental, Health and Safety Department and its Auditors/inspectors to ensure successful and effective completion of required audits IAW Internal Audit procedure and industry standards.
- Disseminates information and quality documentation, including Contractor Officer Representative (COR) out-briefs and Quality directives.
- Provides guidance and advice to the Site Manager on significant quality management system changes that directly impact site operations.
- Facilitates Root Cause analysis for site-level NCRs, ensures corrective and preventive actions are acceptable, and validates NCRs prior to input into the QMS.
- Tracks, monitors, and controls site inputs into the quality system, ensuring compliance with QMS.
- Provides continuous development training to the site-level Internal Auditors.
- Provides oversight of the SIF/QCIF program, ensuring site personnel properly manage these quality processes.
- Processes, evaluates, and submits on time, completed Non-Conformance Reports (NCRs), Preventive Action Request (PARs), Self-Inspections, and audit reports to PMQ.
- Professionally liaises with USAF CORs and assists them with Quality issues.
- Prepares reports and generates metrics as necessary to understand and communicate site compliance with QMS.
- Performs other tasks and duties as appropriate, including attendance at Site Manager Staff Meeting, preparation of personnel performance reports, and any other tasks that Quality Manager may assign.
- Provides supervision, direction, and training to all QC Inspectors under their supervision.
- Ensures maintenance forms, such as work orders, parts request sheets, and maintenance sheets, are completed and trains others in proper documentation procedures.
- Ensures safety practices and housekeeping are maintained to the highest standard.
- Checks repairs to ensure the highest quality repair standards are met.
- Check to ensure that only current, up-to-date Technical Orders and commercial manuals are used when repairing items.
- Performs random In-Process and Final Product inspections on Production, Inspection, and Maintenance operations.
- Randomly reviews production and inspection schedules, work orders, and historical records to ensure accuracy and timely completion.
- Performs random inspections on tools, shop equipment, safety equipment, and protective clothing.
- Performs other duties as assigned.
Minimum Position Knowledge, Skills, and Abilities Required:
- High School diploma or equivalent required.
- Bachelor of Science degree preferred.
- Must successfully pass Lead Auditor course if not already achieved prior to hire.
- Must have five years’ experience in quality, environmental, health, and safety fields with auditing experience.
- Must have five years’ experience in an engineering, maintenance, or logistics discipline.
- Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office, including a minimum of PowerPoint, Excel, and Word programs.
- Must understand ISO concepts and requirements,
- The ability to assess policies, procedures, and processes for compliance with ISO 9001:2015, ISO 14001:2015, and ISO 45001:2018 standards is essential.
- Demonstrated ability to interface with both technical and non-technical personnel is required.
- Ability to research technical data and to interpret drawings, technical manuals, and directives required.
- The ability to interpret and implement procedures for compliance with ISO 9001:2015 Standards is essential.
- Must be able to produce clear, concise written reports (findings and recommendations) in English.
- Familiarity with OSHA/AFOSH standards and industrial safety practices required.
- Must have good organizational and communication skills, particularly in dealing with subordinates.
- Must have a valid driver’s license and be able to travel internationally.
Work Environment, Physical Demands, and Mental Demands:
- OCONUS: Living and working conditions at the assignment location could be remote and uncomfortable. Long hours, exposure to weather, and hazardous conditions.
- Ability to travel domestically and internationally.
- Work could be in an office, maintenance shop, or warehouse environment, and may require working outdoors for extended periods.
- Potentially prolonged sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, and constant mental alertness.
- Must possess planning/organizing skills and be able to work under deadlines.
- Will be required to wear proper Personal Protective Equipment (PPE) according to prescribed procedures and as required for the task being performed.
- Physically capable of performing all required duties; capable of lifting/pushing/pulling a minimum of 50 lbs.
