Purpose and Scope: 

Responsible for all Remote Station Operations (RPS) for Global Prepositioned Materiel Services (GPMS) USAFE support. Ensures all required computer listings and reports are available for all of the Area of Responsibility (AOR) locations.  Monitors Standard Base Supply System (SBSS) terminals at assigned location and all AOR locations for proper operation. Develops local software programs to satisfy special processing and reports requirements to automate manual processes and to produce more user-friendly management reports.  Ensures compliance with Performance Work Statement (PWS) and 9001:2015 Quality Management System (QMS). 

Essential Responsibilities

  • Provides centralized remote supply processing and systems support to assigned Materiel Management sites.
  • Utilizes ILS-S, ELMS, BLADE, and other applicable logistics information systems to perform remote Materiel Management processing, research, monitoring, analysis, and support functions.
  • Processes, monitors, validates, and researches supply transactions to ensure accurate and timely completion.
  • Monitors system transactions and outputs to identify processing errors, rejected transactions, discrepancies, and other conditions requiring corrective action.
  • Identifies, researches, corrects, and clears ILS-S supply rejects and transaction errors.
  • Determines the root cause of rejected, unsuccessful, or questionable transactions and takes or coordinates appropriate corrective action.
  • Conducts intensive supply research involving current and historical transactions, document numbers, transaction histories, requisition status, asset records, due-ins, due-outs, source documentation, and other available supply information.
  • Uses BLADE and other authorized data sources to support supply research, analysis, reporting, trend identification, and discrepancy resolution.
  • Cross-references information between ILS-S, ELMS, BLADE, supply reports, and supporting documentation when researching complex supply discrepancies.
  • Uses critical thinking and independent judgment to analyze complex or unusual supply problems when routine corrective actions do not resolve the issue.
  • Reviews transaction histories and system data to determine where processing failures occurred and identifies the appropriate course of action.
  • Tracks unresolved supply transactions, rejects, discrepancies, and corrective actions through final resolution.
  • Coordinates directly with Supply Superintendents regarding supply discrepancies, rejected transactions, required corrective actions, and outstanding requirements.
  • Provides technical assistance to Supply Superintendents concerning ILS-S, ELMS, BLADE, transaction status, reject codes, supply reports, research procedures, and other system-related issues.
  • Identifies recurring transaction errors, reject trends, discrepancies, or systemic issues and communicates findings to the applicable Supply Superintendent.
  • Escalates complex system or supply issues through appropriate channels when resolution cannot be accomplished at the RPSO or site level.
  • Generates, reviews, analyzes, and distributes required supply reports to supported sites and applicable personnel.
  • Ensures recurring and suspense-driven reports are generated and distributed within established timelines.
  • Reviews reports for discrepancies, overdue actions, rejected transactions, abnormal conditions, and other items requiring site action.
  • Utilizes ILS-S, ELMS, BLADE, and other applicable information sources to research report discrepancies and validate supply information.
  • Communicates identified discrepancies, suspense requirements, and required corrective actions to the applicable Supply Superintendent.
  • Monitors outstanding report actions and follows up as necessary to ensure identified discrepancies are addressed.
  • Assists Supply Superintendents with interpreting report data and determining appropriate corrective actions.
  • Maintains required documentation associated with reports, research, transaction corrections, and other RPSO actions.
  • Provides ILS-S, ELMS, BLADE, supply report, reject-resolution, intensive research, and systems-related training to Supply Superintendents at supported sites.
  • Utilizes a train-the-trainer approach, ensuring Supply Superintendents receive the technical knowledge and resources necessary to train personnel assigned to their respective sites.
  • Supply Superintendents retain responsibility for the routine, recurring, and site-specific training and proficiency of personnel under their supervision.
  • Trains Supply Superintendents on identifying, researching, and correcting common ILS-S supply rejects and transaction errors.
  • Provides applicable BLADE technical guidance and training to Supply Superintendents to support supply research, analysis, reporting, and discrepancy identification.
  • Provides training on supply report generation, interpretation, required actions, suspense management, and discrepancy resolution.
  • Provides technical instruction on intensive research techniques, including researching document numbers, transaction histories, requisition status, asset records, due-ins, due-outs, and supporting documentation.
  • Provides refresher or remedial systems training to Supply Superintendents when recurring transaction errors, rejects, discrepancies, or knowledge gaps are identified.
  • Develops and maintains RPSO-related desk guides, checklists, training materials, continuity products, and Standard Operating Procedures (SOPs).
  • Communicates significant system changes, procedural updates, recurring problem areas, and lessons learned to Supply Superintendents.
  • Promotes standardized supply processing practices across supported sites while maintaining the Supply Superintendent’s responsibility for site-level personnel training and proficiency.

Minimum Position Knowledge, Skills, and Abilities Required:

  • Must possess strong working knowledge of ILS-S and familiarity with ELMS and BLADE.
  • Must have experience processing and researching supply transactions, resolving supply rejects, and conducting intensive supply research.
  • Must be knowledgeable in the generation, interpretation, analysis, and distribution of supply reports.
  • Must possess strong critical-thinking, analytical, and problem-solving skills with the ability to independently identify and resolve supply discrepancies.
  • Must possess working knowledge of USAF Materiel Management processes and procedures.
  • Must possess effective written and verbal communication skills and the ability to provide technical guidance and training to Supply Superintendents.
  • Must be proficient with Microsoft Office and applicable DoD logistics information systems.
  • Must have a minimum of three to five years of USAF Materiel Management (2S0X1) or equivalent DoD supply/logistics experience.
  • Must possess a high school diploma or equivalent.
  • Must be capable of obtaining and maintaining required system, network, and security access.
  • Must possess a valid driver’s license and authorization to work in the host country.

Required Baseline Requirements:

  • A bachelor's degree plus 3 years of recent specialized experience, OR; An associate's degree plus 7 years of recent specialized experience, OR; A major certification plus 7 years of recent specialized experience, OR; 11 years of recent specialized experience

Contract Requirements in accordance with Appendix J:

  • Must be eligible to obtain and maintain a US Secret Security Clearance.
  • Working knowledge of ESS/ILSS/ELMS
  • Working knowledge of manual and automated supply accounting systems, materiel management 23 series/AFMAN 25-101 policies and procedures.
  • Working knowledge of 635th SCOW and USAFE policies and procedures.

Work Environment, Physical Demands, and Mental Demands:

  • OCONUS: Living and working conditions at the assignment location could be remote and uncomfortable. Long hours, exposure to weather and hazardous conditions.
  • Ability to travel domestically and internationally.
  • Works in normal office and maintenance shop or warehouse environment and may be required to work outdoors for extended periods.
  • Will be required to wear proper Personal Protective Equipment (PPE) according to prescribed procedures and as required for task being performed.
  • Physically capable of performing all required duties; capable of lifting/pushing/pulling minimum of 50 lbs.
