Subcontracts Administrator (SCA)

Amentum is currently seeking a Subcontracts Administrator to support our program in Alice Springs, Australia. Responsible for all phases of subcontract administration, cradle to grave, to include acquisition planning, source selection, cost/price analysis, negotiation, post-award administration and closeout. Responsible for ensuring compliance with government policies and procedures. Responsible for ensuring compliance with government policies and procedures. This position will be expected to possess a good understanding of government subcontracting, work independently with some instruction, be solution-oriented, contribute meaningfully to team and/or organizational goals, demonstrate good judgement and business acumen, collaborates with stakeholders and other departments when needed. We will consider any/all levels of experience, from SCA Level I through SCA Level IV
Responsibilities/Duties include but are not limited to the following:
- Prepare, review, and maintain subcontract and procurement documentation, including acquisition plans, agreements, SOWs, certifications, and correspondence, in compliance with regulations such as CPSR and FAR/DFARS.
- Develop, manage, and maintain subcontract files, including monitoring deliverables, modifications, and correspondence, while ensuring compliance and supporting closeout processes.
- Evaluate proposals, quotations, and RFPs; conduct negotiations with subcontractors regarding terms, conditions, and pricing; and prepare associated documentation.
- Coordinate with internal stakeholders (e.g., HR, finance, AP, and program teams) and external stakeholders (e.g., subcontractors and service providers) to ensure seamless workflow and issue resolution.
- Manage the lifecycle of agreements (NDAs, teaming, subcontracts, CTAs), from drafting to negotiation and execution, ensuring alignment with company policy and regulatory requirements.
- Conduct compliance oversight and provide guidance to project teams on regulations (CPSR, FAR/DFARS) and internal procedures to ensure legal and company standards are met.
- Provide proposal support, including issuing RFPs/RFQs, conducting data calls, and participating in kickoff and stand-up meetings for new projects.
- Deliver subcontracts training for staff, recommend process improvements, and ensure that project and subcontract goals are met.
- Track and evaluate subcontractor performance, including cost, deliverables, compliance with terms, and small business goals.
- Perform other duties as assigned or requested.
Minimum Qualifications:
SCA I
- Bachelor’s degree in business administration or related field, and two (2) years of experience in procurement, subcontracts, supply chain or related field; or a master’s degree and one (1) year of related experience.
- Two (2) years of experience in procurement or related fields may be substituted for each year of the four (4) years of college.
- Excellent communication and negotiation skills and working knowledge of SharePoint, Microsoft Office Suite, and integrated software applications are required.
- Knowledge of various subcontract types (Cost-Plus, Fixed Price, Time & Materials, and subsets thereof).
SCA II
- Bachelor’s degree in business administration or related field, and two (2) years of experience in procurement, subcontracts, supply chain or related field; or one (1) year of related experience.
- Two (2) years of experience in procurement or related field may be substituted for each year of the four (4) years of college.
- Excellent communication and negotiation skills and working knowledge of SharePoint, Microsoft Office Suite, and integrated software applications are required.
- Experience with various subcontract types (Cost-Plus, Fixed Price, Time & Materials, and subsets thereof)
SCA III
- Bachelor’s degree in business administration or related field, and five (5) years of experience in procurement, subcontracts, supply chain or related field; or one (3) year of related experience.
- Two (2) years of experience in procurement or related field may be substituted for each year of the four (4) years of college.
- Excellent communication and negotiation skills and working knowledge of SharePoint, Microsoft Office Suite, and integrated software applications are required.
- Experience with various subcontract types (Cost-Plus, Fixed Price, Time & Materials, and subsets thereof)
SCA IV
- Bachelor’s degree in business administration or related field, and eight (8) years of experience in subcontracts, procurement, supply chain or related field, or a Master’s degree and six (6) years of experience.
- Two (2) years of experience in procurement or related field may be substituted for each year of the four (4) years of college.
- Excellent communication and negotiation skills and working knowledge of SharePoint, Microsoft Office Suite, and integrated software applications are required.
- Experience with various subcontract types (Cost-Plus, Fixed Price, Time & Materials, and subsets thereof)
Preferred Qualifications:
- Experience with Costpoint or similar ERP system, to include use of the purchasing module
WORK ENVIRONMENT, PHYSICAL DEMANDS, AND MENTAL DEMANDS
- The position is desk based and sedentary in nature, the ability to lift items up to 5kgs may be required occasionally.
SECURITY CLEARANCE REQUIREMENT
It is a condition of employment that employees obtain and retain the appropriate level of security clearance and medical clearance applicable to each role. The employee will initially require a NV1 with the intent of applying for a Top-Secret Positive Vetting (TSPV) Department of Defense Security Clearance (Australian) or TS/SCI (U.S.) clearance

All personnel assigned to work at site shall be:
- At least 18 years of age.
- Able to fluently read, write and speak English
- Australian or US Citizen
This position is designated as a safety sensitive position.
