Summary/General Description Of Job:
The Incumbent’s primary duty and responsibility is for planning, coordinating, and executing all activities required to transition a Base Operations Support (BOS) contract from one performance period to the next. This position ensures operational continuity, compliance, and readiness across all functional areas - including facilities, maintenance, logistics, environmental, and administrative services.
Drawing upon extensive experience as a Senior Non-Commissioned Officer (NCO) or Warrant Officer, the Transition Manager provides technical leadership, strategic oversight, and disciplined project management to ensure an efficient, fully compliant transition with no disruption to government operations.
Essential Duties & Job Functions:
• Transition Planning & Integration: Develop and manage the master transition plan covering scope, milestones, deliverables, and risk mitigation strategies. Ensure seamless operational handover between outgoing and incoming performance teams.
• Government & Stakeholder Coordination: Serve as the principal liaison with the Contracting Officer’s Representative (COR), NAVFAC or installation leadership, and key functional stakeholders to ensure alignment and transparency.
• Asset & Property Management: Oversee the verification, documentation, and turnover of government property and facilities. Ensure complete accountability and condition reporting in accordance with contract and regulatory requirements.
• Technical & Maintenance Oversight: Apply engineering and maintenance expertise to sustain all operational functions during transition. Validate preventive maintenance schedules, work plans, and data migration to new systems.
• Contract & Compliance Assurance: Support compliance with all contractual requirements, FAR/DFARS clauses, and applicable safety, environmental, and labor standards.
• Workforce Continuity: Coordinate with Human Resources, union representatives, and government points of contact to ensure retention or onboarding of essential personnel and the smooth transfer of operational knowledge.
• Risk & Performance Management: Identify and monitor transition risks, maintain issue resolution tracking, and provide recurring status updates and readiness reports to senior management and the government.

Job Requirements (Education, Experience, Professional Associations):
Mandatory
Education:
• Technical, vocational, or military education in engineering, maintenance, or logistics disciplines preferred. Equivalent service training accepted.
Experience:
• Minimum of 20 years of progressive leadership in maintenance, logistics, engineering, or base operations.
• Demonstrated experience as a Senior NCO or Warrant Officer responsible for technical oversight, personnel management, and operational readiness.
• Proven success leading large-scale transitions, maintenance programs, or contract handovers within Department of Defense environments.
• Skills: Project planning, maintenance management, contracting principles, risk mitigation, compliance, and clear written and verbal communication.
• U.S Citizen
• Ability to obtain and maintain a Secret Clearance
Preferred
• Current Secret Security Clearance.
The base salary range for this position is $100,000 to $120,000. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
