Purpose and Scope: 

Manages the TRAP Department encompassing all actions (inspects, maintains, stores, controls, secures, and transports tanks, racks, adapters, and pylons) for WRM Prepositioning Program. Manages and supervises assigned Western and Asian/Local National work force. Contract technical expert for TRAP. Ensures compliance with Performance Work Statement (PWS) and DynCorp ISO 9001:2015 Quality Management System (QMS).

Essential Responsibilities:

  • Manages and oversees responsibility for all assigned personnel and equipment of the TRAP Department
  • Ensures maximum resource utilization and conservation.
  • Strictly enforces all applicable directives to the assigned workforce, i.e., technical, safety, security, quality, etc.
  • Advises the Operations Manager about all TRAP issues, to include causes of negative trends in the Department’s performance, and personnel issues.
  • Develops and manages production efforts goals and levels in accordance with PWS.
  • Manages and directs the workload of all assigned personnel in accordance with established technical and quality management directives.
  • Establishes, manages, and implements a master schedule of inspections, Time Compliance Technical Orders (TCTOs) for all assigned TRAP.
  • Manages the maintenance of all TRAP equipment to maximum, serviceable standards in accordance with USAF technical data, including corrosion control.
  • Coordinates with Supply Department to ensure strict accountability controls, storage, and availability of all TRAP inventory for all performed, scheduled and recurring maintenance.
  • Ensures storage facilities provide maximum environmental protection for all TRAP.
  • Manages the technical order, publications library and the mandatory AFTO Forms files in accordance with T.O.00-5-2 and 00-20 Series, while enforcing consistent use by all personnel.
  • Manages the timely and accurate completion of all serviceability records.
  • Ensures the critical levels of assembled tanks and RAP are available by performing recurring interval inspections in accordance with technical data and applicable standards.
  • Manages tool storage, replacement bench and operational stocks.
  • Manages the inspections maintenance of facilities and installed equipment.
  • Ensures assigned vehicles, equipment and facilities are maintained.
  • Prepares and submits reports/deliverables to PMO per the PWS
  • Participates in maintenance and inspection activities as the workload dictates.
  • Interfaces and coordinates with other functional managers
  • Continuously review safety plans, policies, and program to ensure compliance with safety regulations and standards.
  • Participate in safety inspections, audits, and risk assessments.
  • Ensure employee safety training and education.
  • Provide the leadership, vision, and resources needed for an effective safety and health program.
  • Performs other qualified duties as assigned.

Minimum Position Knowledge, Skills, and Abilities Required:

  • Bachelor or Associates degree in respective area and or general management is preferred.
  • Preferred to have a minimum of ten years’ experience with armament systems and explosives operations of diverse combat aircraft
  • Must have a minimum of three years combined supervisory experience with inspection, maintenance, security, transportation, and storage methods of TRAP equipment and associated hardware.
  • Must have authorization to work in host country.

Required Baseline Requirements:

  • A bachelor's degree plus 3 years of recent specialized experience, OR; An associate's degree plus 7 years of recent specialized experience, OR; A major certification plus 7 years of recent specialized experience, OR; 11 years of recent specialized experience

Work Environment, Physical Demands, and Mental Demands:

  • Works in normal office and maintenance shop or warehouse environment and may be required to work outdoors for extended periods.
  • Will be required to wear proper Personal Protective Equipment (PPE) according to prescribed procedures and as required for task being performed.
  • Physically capable of performing all required duties; capable of lifting/pushing/pulling minimum of 50 lbs.
  • Must have the ability to travel domestically and internationally.
  • Must have normal color perception.
  • Must not have any record of emotional instability.
