Associate Fire Chief - Diego Garcia
Amentum, a global leader in advanced engineering, technical, and professional services serving the US government, allies and critical infrastructure sectors, is seeking an Assistant Fire Chief to support a government contract based on the island of Diego Garcia.
PURPOSE / SCOPE
The Assistant Fire Chief is responsible for efficiently, safely and in compliance with Performance Work Statement (PWS) and Amentum ISO 9001 Quality Management System (QMS) providing Fire and Emergency Services, including crash and fire prevention. Assistant Fire Chief will provide continuity of command and assume Fire Chief duties in absence of Program Fire Chief while always ensuring readiness and compliance with NFPA / DOD requirements.
Responsibilities include, but are not limited to:
- Responds to large scale emergencies and makes decisions related to emergency management and fire ground operations to include evaluating and directing emergency operations to protect life and property IAW international, US and PWS requirements and guidelines.
- Plans, coordinates, supervises and evaluates fire and EMS operations.
- Prepare records and reports of company responses to fires or other emergencies, personnel actions, and other information as may be required.
- Supervises and coordinates the preparation and presentation of an annual budget for fire and EMS departments; directs the implementation of the departments’ budgets; plans for and reviews specifications for new or replaced equipment.
- Provides oversight and reviews department programs.
- Represents Fire Emergency Services in a variety of meetings with Command staff, Contracting Officers, Airport, and any other agencies.
- Supervises the firefighter health and safety programs including development and implementation. Manages the comprehensive occupational medical evaluation program and other programs that are directed to improve the health and safety of department personnel.
- Supervises Training Program including developing and tracking master training plan.
- Supervises Fire Prevention Program including developing facility inspection schedule for site.
- Handles grievances, maintains discipline and adherence to the rules and regulations of the standard operating guidelines of the Department.
- Responsible for all documentation and reporting as required and directed by Program and Site leadership.
- Performs any other duties as assigned by Program leadership.
Firefighter / Driver Operator duties may include:
- Perform firefighting work, including preventing, combating and extinguishing fires to protect lives, property and the environment.
- Operate fire equipment and tools appropriately.
- Provide emergency medical care within scope of practice.
- Quickly and effectively analyze hazardous situations and take appropriate course of action
- Participate in training, classes and drills in firefighting, emergency medical care, disaster response and specialized rescue.
- Perform general maintenance work of fire equipment and facilities to include inspecting, testing, maintaining fire equipment and tools to ensure readiness.
- Responsible for all documentation and reporting as required and directed by Program and Site leadership.
- Safely drive firefighting apparatus to and from fires or other emergencies following laws and regulations, operating pumps, power and other mechanical equipment as required, keep inventory of tools, and equipment on apparatus.
- Clean and service assigned apparatus, maintaining it in a condition of readiness, report mechanical failures or difficulties and missing or damaged equipment to the proper authority.
- Operate, without direct supervision, various Fire Department pumping apparatus with multiple water intake and discharge situations at an emergency scene.
- Perform required apparatus maintenance, cleaning duties, inventory checks and weekly inspections. Additionally, after every emergency response or training drill, inventories must be checked before leaving the emergency scene or training location.
- Perform Emergency Communications Center (ECC) duties as assigned to include receiving and relaying information, dispatching proper equipment and direction, maintaining all documentation as required, testing/operating ECC equipment and reporting any discrepancies or issues and other duties as assigned.
- Complete all documentation and reporting as required and directed by Program and Site leadership.
- Perform other duties as assigned.
The Assistant Fire Chief will be onsite during regular working hours and shall be available onsite within one hour after the Government’s regular working hours. Will also be available for on-call support as needed 24 hours/day, 7 days/week in this role.
QUALIFICATIONS
- Bachelor’s degree in an associated discipline preferred; two (2) years of experience in related field may be substituted for each year of the four (4) years of college
- Must have a minimum of three years experience in managing an operation of size and scope similar to that on Diego Garcia and previous experience was within three years of hiring.
- HAZMAT First Response experience shall be at least two years in an operation the size and scope similar to that on Diego Garcia.
- Certified IAW Assistant Chief of Operations certifications and Fire Officer IV, including supporting pre-requisite certifications
- Must be trained in aircraft rescue and firefighting response per NAVAIR 00-80R-14, U.S. Navy Aircraft Firefighting and Rescue Manual, AFI 32-2001, and NFPA 403, in addition to meeting DoD Airport Fire Fighting Certification requirements
- NFPA Incident Command System training
- Any additional certifications as required per PWS
- The Fire Chief shall attend the annual Navy and Marine Corps Fire Officer training session
- Certified by the Emergency Vehicle Operator Course and shall obtain a government license
- Certified by the Airfield Vehicle Operator Course provided by the Government
- Certified and trained in accordance with DoD 6055.06-M
- Trained in and certified at the Department of Transportation First Responder level or to an equivalent level of emergency medical training
- All personnel assigned to this annex shall comply with accepted industry safety standards, applicable safety precautions and guidelines listed in NFPA 1500 and local safety instructions
- Meet minimum qualification standards of GS 081 Series as outlined in United States Civil Service Commission Position Classification Standard TS 30
- Shall successfully complete a pre-employment physical examination and annual physical as specified by NFPA 1500 and NFPA 1582, respectively
- Strong computer skills, particularly in Microsoft Office products
- Excellent organizational and time management skills
- Ability to obtain and maintain a US passport and driver's license throughout employment in this role
- Ability to successfully pass PACOM medical requirements and maintain requirements for duration of deployment
- Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance
