DUTIES:

Provides support and direction for contract and acquisition activities related to Low Value Cost-Type and Firm Fixed Price subcontracts and purchase requisitions. Responsible for generation of and response to Requests for Quotes (RFQs) to support internal and external clients’ requirements. Evaluates and awards subcontracts based on offeror responses to solicitations. Administers resulting subcontracts in accordance with internal operating procedures and best business practices. Attends meetings with internal and external customers to support various activities related to all aspects of contract management. Manages a team of buyers, junior buyers, and clerical personnel in daily tasks including assignment of work, timely placement of acquisitions, compliance with simplified acquisitions requirements, timely resolution of overdue orders, compliance with SSC hazardous material standards, interfacing with Shipping/Receiving personnel, Quality Assurance personnel and accounts payable personnel. Responsible for maintaining accurate data within the Management Information Control System. (MICS) and assuring all data requirements are maintained in accordance with the contract. Responsible for chairing a Vendor Rating Team to analyze vendor performance to assure compliance with contractual, ISO 9001 and ISO 1400 standards. Responsible for administering the Affirmative Procurement Program in compliance with EO 13303 and reporting procurement of AFP products. Responsible for ensuring increased business with minority business types and providing reports to indicate minority business types to indicate progress in those arenas. Responsible for managing the crew within budget, including use of overtime and operational supplies.

Performs special projects and other duties as assigned.

REQUIREMENTS:

Requires a minimum of two (2) years college in Business Administration, or related field, (B.S. preferred) plus a minimum of eight (8) years direct experience, or any equivalent combination of education/experience for a total of ten (10) years. Experience must include: administering Federal Government acquisitions utilizing the FAR and the NASA FAR supplement. Must be thoroughly familiar with the administration of Federal Government contracts, the Far/NASA FAR supplement and other procurement laws and regulations. Must have prior work experience with large companies providing professional services to the Federal Government. Must be familiar with ISO 9001, ISO 14000 standards requirements, and Affirmative Procurement regulations set forth by the EPA. Must be computer literate Microsoft Office Suite). Must possess superior communication skills and have the ability to work with multiple customers.
